JOB SUMMARY
Oversees the day-to-day purchasing functions for the company. Accepts and scrutinizes vendor bids or proposals, and makes recommendations accordingly. Arranges vendor contracts, and bargains for best costs, and observe the quality of purchased materials. Prepares reports and required documents. Works closely with company budget holders and company suppliers to deliver a cost-effective, professional procurement service and ensure value for money for the company.
ESSENTIAL JOB FUNCTIONS:
- Reviews, approves and processes purchasing requests such as purchase requisitions and purchase orders for goods or services to ensure compliance with the company’s purchasing procedures and user requirements.
- Review and monitor contracts for conformance to company policy. Maintains contract files and spreadsheets, monitoring terms and expiration dates.
- Prepares all aspects of simple bids, requests for quotes, and proposals, including precise specifications, supporting spreadsheets, comparisons, recommendations, and justifications; issues purchase orders.
- Negotiates contracts for suppliers of goods and services as required.
- Acts as the liaison between insurance carriers and resorts on insurance claims.
- Ensures customer satisfaction through prompt, efficient, and friendly service both to internal and external guests.
- Provides training and advice to budget holders on the principles of good procurement, promoting good practice to achieve the best value.
- Initiates improvements in purchasing practices and systems to reduce costs while ensuring goods and services represent value for money.
- Promotes awareness and understanding of the role and objectives of the purchasing function at all levels throughout the company
- Ensures compliance with all established procurement procedures to maximize efficiencies, safeguard against losses, protect assets, and ensure compliance with regulatory requirements.
- Manages the day-to-day activities of the purchasing function, including the signing of Purchase Orders as delegated and the authorization of new suppliers.
- Administers the purchase order system ensures it operates effectively and initiates developments to improve system efficiency.
- Produces and updates purchasing documentation, including financial regulations, and quarterly and annual Purchasing reports.
- Supervises staff including hiring, training, coaching, evaluating, and terminating.
- Maintains records of company suppliers and is responsible for the production of management reports on procurement.
- Undertakes regular benchmarking of the company's performance on procurement.
- Advises senior management on procurement issues.
- Promotes a clean, safe, and healthy work environment for employees and guests. Promptly reports all concerns to the Supervisor.
- Carries out such other reasonable duties as required.

SUPERVISORY AUTHORITY:

SIGNATORY ABILITY:
- Purchase orders, requisitions, bid proposals, quotes, and other documents about purchasing, transfers, or property control.
- Personnel/payroll forms i.e., counseling and daily time and attendance, performance appraisals, incident.
ACCESS TO SENSITIVE AREAS:
- Accounting software.
- Storage Areas.
MINIMUM QUALIFICATIONS:
- Associate’s degree in a related field and three (3) years of purchasing/procurement experience OR five (5) years of purchasing experience at a management level.
- Demonstrates computer knowledge with MS Word, Excel, and Purchasing and Accounting Software.
- Strong interpersonal and communications skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Excellent organizational skills, detail-oriented, and a self-starter.
- Bend, lift, and maneuver at least 50 pounds frequently; perform repetitive motions of arms, elbows, wrists, and fingers intermittently sit, stand, and maneuver about.
- Customer service experience.
- Possess a valid state driver’s license with no history of motor vehicle related citation or arrest convictions within the last five (5) years in any state per WRC insurance requirements. and must possess reliable transportation.
- Excellent personal appearance and hygiene habits.
- Requires a High-Security Gaming License clearance.
- Must be at least 21 years of age.
