YOUR ROLE
Willbrook Solutions has an exciting position for an Advanced Analyst supporting the Missile Defense Agency (MDA) Directorate for Test Business Operations Team (DT-B). Working on the TEAMS-Next Test Support contract, the successful candidate will serve as the primary contractor representative assisting DT-B with maintaining and operating MDA’s Test Requirements and Events Actuals Database (TREAD) that collects, integrates, and reports financial requirements and actual costs associated with Missile Defense System test events.
RESPONSIBILITIES/TASKS:
- Operate TREAD to maintain a central, traceable repository for flight test actual cost data to ensure consistent data across numerous products
- Collaborate with business, cost, and contracting staff in MDA program offices to capture actual flight test cost expenditure data from multiple sources and stakeholders
- Ability to use sophisticated data analytics tools as the database framework evolves to better analyze and integrate data
- Team with the test planning staff to incorporate individual test event data as test events are approved in the test baseline
- Assist Directorate for Test Cost Analytics personnel in comparing cost model estimates with actual expenditures for future cost-planning purposes
- Use database outputs to develop regular and as-needed reporting products on flight test costs supporting executive reviews and engagements
- Assist in tracking obligations and expenditures for future flight test budget planning
- Assist in drafting narrative support materials for Directorate for Test Program Objective Memorandum inputs
- Interface with MDA’s software development team to support further development of database software and its integration with other test planning software tools
- Provide regular database training to new employees and test execution and management personnel
- Assist with database administration and troubleshooting for users
REQUIRED SKILLS/EXPERIENCE:
- Strong background in business and financial management of complex Government programs
- Strong background in working with large, complex database systems
- Experience/background supporting the DoD Planning, Programming, Budgeting, and Execution process, including Program Objective Memorandum process
- Able to work across cross-functional technical, business, and cost-estimating teams to develop financial products, enhance financial tools and databases, and track key metrics
- Familiar with the Defense Agencies Initiative (DAI) System
- Proficiency with Microsoft Power BI is strongly desired
- Familiar with the Agile methodology of software development
- Must be a self-starter and able to multi-task in a dynamic, fast-paced environment
- Able to communicate effectively with multiple organizations (verbal, electronic, written)
- Experience with Microsoft Office suite (Outlook, Word, PowerPoint, Excel, etc.)
REQUIRED EDUCATION/EXPERIENCE:
- MA/MS in a field pertinent to the above duties/requirements with 10 years of relevant experience; a BA/BS w/ 5 additional years of experience (15 years total) may be substituted for the MA/MS degree requirement
SECURITY REQUIREMENTS:
- Active Secret Clearance Required
