Program Analyst

YOUR ROLE
The Willbrook team is looking for a Program Analyst to join our team! In this role you will support the Missile Defense Agency's Israeli Cooperative Program Office (MDA/TBI) office in assisting MDA’s cooperative missile defense development programs with Israel. Your role will be contractor support responsible for coordinating and assisting in the areas of Foreign Disclosure (FD)/International Security, Information Security, Physical Security, Data Management and organizational administrative support to the Israeli Cooperative Program Manager (PM) and Product Managers.
RESPONSIBILITIES/TASKS:
- Prepare foreign disclosure Memorandums for Record (MFR) and maintain a listing of all records and have them available for inspection at all times
- Review all documents and briefing to ensure that they are classified and appropriately portioned marked in accordance with DoD Directive 5200.01, Volumes 1-3 and any other marking instructions
- Coordinate with Israeli Embassy personnel and process Foreign Visit Requests (FVRs) to the appropriate government and contractor facilities
- Provide security incident reporting, write security classification guides, and internal program policy letters
- SharePoint for selected internal document reviews.
- Retrieve and post approved documents, data, and briefings to the Joint Israeli Program Classified Administrative Network (JIPCAN)
- Conduct JIPCAN user security training to all personnel who have an account on the network
- Manage and secure incoming and outgoing information and data requirements, develop and manage SharePoint portal for external messaging, and internal
REQUIRED SKILLS/EXPERIENCE:
- Minimum of a Bachelor’s Degree
- Five to seven years of Program Office experience with DoD or MDA Missile Systems
- Two years’ experience interacting with foreign governments
- Knowledge of International Programs Security Requirements as per DoD Directive 5230.11 (Disclosure of Classified Military Information to Foreign Governments and International Organizations
- Proficient with Microsoft Office® applications (Word, Excel, PowerPoint)
- Able to work independently and/or lead teams to analyze and resolve problems
- Knowledge of Microsoft SharePoint and TEAMS
- Must be willing to travel to Israel
PREFERRED EXPERIENCE:
- Knowledge of Microsoft Access is a plus in order to maintain the classified documents tracking database
- Develop and review technical memorandums, white papers, and briefings supporting findings and conclusions of analyses
- Knowledge of International Traffic in Arms Regulation (ITAR)
- Must be able to learn how to change combinations to numerous safes and update all the required forms SF-700 and SF-701
- Works independently, applying security principles to resolve issues within a fast-paced, dynamic environment
SECURITY REQUIREMENTS:
- Active Secret Clearance Required
