SUMMARY
The Preconstruction Manager (PCM) is accountable for determining the most efficient total cost to complete assigned projects. The PCM may run multiple projects with moderate to high complexity with additional oversight on Estimator Projects. All types of estimates are required, including conceptual, preliminary budgets, final detailed estimates, negotiated prices, competitive bids, and self-perform estimates. The incumbent is also expected to strategize the overall composition of the estimate scope/pricing to create the best balance between client service, profit, team, and logistics. ESSENTIAL FUNCTIONS
- Utilizing urgency, working under the direction of the Divisional Manager or VP responsible for the project, estimate the total scope of work, including all items shown and called for in the project documents and inferred items by:
- Maintaining effective and timely communication between the Owner, Preconstruction Department, and Project Management teams; working to instill trust with the entire project team
- Responsible for ensuring complete subcontractor bid coverage to meet the expectations of the Divisional Manager or Vice President responsible for the project
- Evaluates and organizes bid documents ensuring accuracy
- Responsible for completing project takeoff
- Manage the vetting and signing process of qualified subcontractors using the Williams Company qualification process before subcontract execution
- Provides a timely and proper turnover of the entire project estimate to the project management team
- Maintain effective communication with each subcontractor bidding on the project via telephone. Follow up with each subcontractor number carried in our pricing. Must verbally confirm receipt and ensure complete understanding of job scopes
- Works with Project Management team to complete bid day estimate using Excel
- Responsible for a complete Bid Day Summary sheet with all internal takeoff, internal estimates, and filled out bid tabs before the final review with the project team
- Ensure all internal costs added to a project are valid market rates with backup
- Manages the financial process with the Preconstruction Department and Project Management team and ensures all financial requirements are met before submitting the estimate
- Communicate and ensure collection of bidding scope checklist with project bidders. This could include written scopes of work, excel checklists, phasing plans, sample subcontracts, sample insurance, schedules, and other self or team created documents
- Responsible for a completed Clarifications document specifically excluding all items not included in our pricing and qualifying and deviations from the bid documents
- Facilitate requests for required subcontractor information to the firms under consideration for each trade
- Proactively ensures work product is concise, accurate, and up to date, confirming correct amounts, dates, spelling, and other data are accurate
- Responsible for covering the entire cost of the project, no less than 0.5% from the end total
- Proactively recognizes and mitigates cost risk in the estimate
- Assemble final cost, including a personally reviewed and confirmed pricing in each category/trade, ensuring all costs are calculated correctly to the total bid amount
- Coordinates and participates in constructability reviews
- Work with Divisional Manager (DM) to close out final prices
- Coordinate and schedule a turnover meeting to include final project pricing, detailed documentation to convey the entire scope of work entirely, potential subcontractor team, contract requirements, and breakdown of costs/fees
- Prepare the Project Turnover form, including highlighted takeoff sheets, checklists, and other documentation to communicate the scope of work requirements and send it to the Divisional Manager 24 hours before the meeting
- Assist PM team with pre-award meetings as required
- Review the subcontract “Exhibit B” scope of work, contract price, price breakdowns, unit prices, labor rates, and document log to ensure all agree with the estimate and subcontractor review meetings
- Responsible for keeping the required archived copy of all documents used to prepare the estimate
- Demonstrates a complete understanding of construction budget and pricing with the ability to evaluate potential opportunities to increase profitability and negotiate costs
- Working knowledge of tax implications for the state where the project is located
- Manage internal workload by building a schedule of projected workload and inputting that schedule into the proper scheduling software, updating the DM or VP of Estimating
- Must complete all work within the allotted timeframe once the schedule is created and accepted by the team.

QUALIFICATIONS
- Any combination of education and experience equivalent to 10 years in construction management, engineering, architecture, or related field
- Expert working knowledge of computer software, including Excel, Word, and Microsoft Outlook
- Working knowledge of construction management software
- Excellent problem-solving math skills
- Strong working knowledge of blueprints, submittals, and shop drawings
- Excellent communication skills with the ability to handle confidential information
- Excellent organizational skills

WORK ENVIRONMENT AND PHYSICAL DEMANDS
- Regular and consistent attendance is expected and a necessary component of the job
- Employee will be required to work a minimum of forty (40) hours per week or as many hours as it may take to perform the duties mentioned above. The schedule may vary based on business demands and could require evening hours and/or weekends
- Employee is to wear all personal protective equipment (PPE) required while on any Williams Company construction site, including, but not limited to, a hard hat, hi-visibility vest, work boots, eye protection, and hearing protection
- Frequently moving in different positions to accomplish tasks in various environments, including tight and confined spaces
- Frequently remaining in a stationary position, often standing or sitting for prolonged periods
- Frequently communicating with others to exchange accurate information
- Frequently using manual dexterity, including wrists, hands, and fingers, to work with equipment as well as typing
