What are the responsibilities and job description for the Park Operations Director position at Williamson County?
Reporting directly to the Parks Assistant Director, responsible for managing and overseeing daily park operations, maintenance and repairs, and assisting with facility improvement and development projects. Supervises assigned staff and supports other programs and activities of the department as needed, such as the department safety program. Serves as a member of the department leadership team.
- Manages all personnel related matters for assigned park staff through clear and effective communications, hiring, scheduling, training, evaluating, coaching, mentoring, disciplinary action, and other appropriate personnel related matters within established guidelines
- Plans, develops, inspects, trains, and manages the activities of park operations by establishing standard operating procedures, documented maintenance management programs, and annual work plans
- Manages employee safety and facility/property security programs to include training and compliance on proper processes and procedures
- Manages and oversees the inspection, operation, and maintenance/repairs of department infrastructure, to include buildings, sports fields, facilities, playgrounds, preserves, campgrounds, and other assigned assets
- Manages, collaborates, and assists with various park construction and development projects
- Manages and oversees the acquisition, distribution, inventory, operations, and maintenance of department vehicles and equipment
- Serves as a procurement cardholder and manages procurement activities of assigned staff to ensure compliance with established processes and procedures
- Prepares and manages various department budgets and collaborates with department leadership on budget needs
- Compiles, tracks, and creates reports to ensure department complies with various regulatory, environmental, health, and safety requirements
- Serves as a liaison with vendors, contractors, other county departments, and various external entities and agencies on matters related to the department
- Provides customer service to visitors and staff via telephone, email, or in person
- Represents the department on various committees and work groups
- Ensures personal and professional growth and development through periodic trainings; attends conferences and actively participates in professional organizations and peer groups to stay current on best industry practices

PHYSICAL DEMANDS

ENVIRONMENTAL FACTORS
- Indoor and outdoor work in all environments, including inclement weather
- Exposure to unpleasant smells and a noisy and wet environment associated with livestock and other events
- Regular travel between work sites as required; county vehicle is not always available and therefore must have reliable personal vehicle (mileage for personal vehicle use is reimbursable)
- Exposure to chemicals and risk factors associated with machinery and equipment
IRREGULAR HOURS
- Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) may be required
- May be deemed essential personnel in the event of an emergency

- Bachelor’s degree in Parks, Recreation, or related field and three (3) years of increasing responsibility in park operations and management OR an equivalent combination of education and experience
- Two (2) years of mid-level supervisory and personnel management experience
- Two (2) years of budget development and management experience
- Knowledge of Microsoft Office suite and various electronic tracking systems
- NOTE: experience may have occurred concurrently
LICENSES AND CERTIFICATIONS
Required within thirty (30) days of employment
- Valid Texas Driver’s license
PREFERRED QUALIFICATIONS
- Certified Park and Recreation Professional certification
- Experience operating medium to heavy duty equipment
- Playground Safety Inspector Certification (CPSI)
