Education and Experience
Bachelor’s degree with a major in chemistry, biology, environmental science, microbiology or related science; experience in work related to environmental compliance and/or operation of an environmental laboratory is preferred; ability to communicate effectively both in written and oral form, technical and scientific in nature, including the preparation of technical reports; working knowledge of statistics and quality assurance principles.
Licenses(s) and Certification Required
Possession of an appropriate valid Pennsylvania driver’s license is required at the time of appointment. Applicable Pennsylvania DEP water and wastewater operator’s certifications are desired.
Distinguishing Characteristics
This is a management position responsible for the implementation of policies and procedures related to compliance with NPDES permits and Safe Drinking Water Act including the CSO, MS4, safety, and emergency planning programs. This position is also responsible for the accurate recordkeeping of data necessary for regulatory reporting. This manager must work independently to ensure the timely submission of required reports and maintain organized technical information. This manager must exercise independent judgment and considerable discretion in recommending to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline employees and weigh the economic impacts of deploying or directing employees and in handling employee grievances. Must work courteously and effectively with customers of the Authorities.
Typical Tasks
The tasks include, but are not limited to the following: assigns, manages, coordinates, and reviews the work of the Field Technicians to ensure the Authorities compliance with environmental regulations. Prepare and submit required environmental reports and prepare industrial and community billings for surcharge and major sanitary volume billing. Assists in the preparation of Authority budgets with regard to the Technical/Compliance Department. Evaluates and reports on the performance of assigned subordinates; recommends the hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward or discipline of subordinate employees; resolves employee grievances; and does other related work as required.
Knowledge, Skills, & Abilities
Knowledge of federal, state, and local environmental regulations including Safety Drinking Water Act, NPDES, CSO, MS4, and OSHA. Ability to implement and coordinate data processing in order to maintain files and records for regulatory compliance programs to ensure accurate, timely and efficient submission of compliance reports. The ability to evaluate information including technical literature and technical information resources and reports, to reason through application of principles to solve practical problems and complete required reports or establish a program for implementation. The ability to plan and work efficiently, independently and accurately; to effectively communicate both verbally and in writing and to use personal computers and software such as Microsoft Excel, Word and Access and statistics to record and prepare reports. Establish cooperative working relationships with employees, public officials, contractors, engineers, and the general public; training, motivating, evaluating and communicating with employees; preparation of reports; implementing and enforcing safety rules and practices.
Supervision Received
Works under the direction of the Environmental Manager.
Supervision Exercised
Supervises the Field Technicians and Laboratory Technicians as assigned.
Special Conditions
Incumbents of this position may be required to work unusual hours in emergency situations and to be available on an “on-call” basis.
This employee may need to drive his/her own personal vehicle on occasion to travel to Authority facilities or work-related functions.
Pay negotiable depending on experience.
