Wilmington College invites applications for an administrative position as Program Manager for Wilmington College’s Prison Education Program (PEP), to begin as soon as possible. This is a full-time, 12-month administrative position that is responsible for coordinating and managing PEP, currently operational in three Ohio prisons: Dayton Correctional Institution, Warren Correctional Institution, and Lebanon Correctional Institution. The Program Manager oversees, assigns, and manages the work of all site coordinators, Wilmington College support personnel (i.e., admissions, academic success, career services), site facilitators, PEP financial aid coordinator, and any new staff hires for PEP. This position collaborates with key areas to create and manage the annual and future PEP budgets and develops the strategic plan that supports these budgets. The Program Manager is also responsible for PEP compliance with the rules and regulations of the Ohio Department of Rehabilitation and Correction (ODRC) as well as all relevant policies of Wilmington College. While this position is primarily located in the correctional facilities and requires travel between the correctional sites, the Program Manager will regularly travel to the Wilmington College main campus to meet with key administrators and support personnel and other stakeholders. Some evening and weekend hours are required to assist with site and program supervision.
Responsibilities include, but are not limited to:
- Overseeing the administration of the Prison Education Program at the three correctional sites, including ensuring federal and state compliance for reporting and financial aid purposes;
- Supervising all site coordinators at the correctional facilities and providing the required training for these coordinators to successfully manage their assigned facility;
- Supervising the Prison Education Program financial aid coordinator, hourly site facilitators, and other non-academic staff, as applicable;
- Working with the PEP Academic Coordinator and a team of key individuals to develop a multi-year strategic plan for PEP that includes sustainable budgets to support PEP and institutional strategic goals;
- Managing and overseeing the annual and future PEP budgets to achieve the strategic goals of PEP and the institution;
- Working with the Business Office to create cost tracking systems in order to complete required reports that must be submitted to ODRC each semester;
- Creating and managing the PEP inventory process for purchasing and tracking books, supplies, and other materials that are required for PEP operations;
- Working with the PEP Area Coordinator to ensure that faculty members and adjunct instructors are appropriately trained and prepared to teach in a correctional facility and comply with Wilmington College, ODRC, and other policies, rules, and/or regulations;
- Coordinating with the Site Coordinators and the PEP Area Coordinator to schedules courses and classroom space in all three correctional sites;
- Working with the PEP Academic Coordinator, Site Coordinators, Financial Aid Coordinator, and other relevant personnel to create the academic and administrative calendar for PEP each year;
- Managing the required data entry into the ODRC system (DOTS) and supervising those who are authorized to do this work;
- Reporting mandatory information to ODRC and other accrediting or compliance entities in a timely manner;
- Preparing or assisting with required accreditation or compliance reports;
- Overseeing and assisting with the recruitment and enrollment of incarcerated students;
- Coordinating the acquisition of and/or use of appropriate technologies and materials for teaching incarcerated individuals;
- Assisting with classroom supervision when necessary, including during evening hours;
- Supporting and assisting with special projects and events that benefit incarcerated students;
- Working with the PEP Area Coordinator to update the PEP catalog, student handbook, and faculty/adjunct handbook each year as appropriate.
- Coordinating and setting the agenda for the Wilmington College PEP Core Operations Committee;
- Serving on the steering committee of the Braddock Fund for Prison Ministry;
- Serving on the ad hoc committee that focuses on pursuing grants to support the PEP program;
- Working closely with those individuals and groups who focus on reentry opportunities and challenges for formerly incarcerated Wilmington College students;
- Serving as the administrative liaison to Wilmington College Main Campus;
- Completing other duties as assigned.
Minimum Qualifications:
- Master's degree is preferred. Any field is acceptable, but fields such as Business, Sociology, Social Work, or Criminal Justice are particularly desirable.
- Experience in managing or leading a program is required (budget development and management, along with strategic planning experience is highly desirable).
- Strong detail-orientation and communication skills (both verbal and written skills).
- Commitment to higher education opportunities for incarcerated individuals.
- Record of interacting positively and tactfully with a wide variety of people.
- Strong customer service orientation, creativity, and problem-solving skills.
- Ability to work varied schedules each week, including weekends and evenings.
- Must have a valid U.S driver’s license and a reliable car for travel between the various locations.
- Experience in Excel, Outlook, Word, PowerPoint, and different databases is required.
- Finalization of the hiring contract will be contingent upon receiving clearance to enter ODRC facilities and access necessary files/databases in those facilities for program administration.
