The Wilmington Housing Authority, a public, non-profit, federally assisted agency, provides decent, safe and sanitary housing in a businesslike manner with concern for the quality of life for residents. The Authority's clients include low-income families, elderly and disabled individuals.

SUMMARY: The Housing Management Department is charged with effectively managing over 1,600 properties owned and operated by the Authority. The department is responsible for routine and preventive maintenance to the upkeep of buildings and structures of all public housing and for the centralized screening and selection of the Authority's public housing residents. The department establishes, implements and monitors loss control programs for residents and employees. Technical support is also provided for Authority operations.
The Assistant Housing Manager is responsible for assisting the Housing Manager in managing the daily operations of one or more Authority developments. The incumbent performs functions of a technical nature and routine office tasks.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Assists the Housing Manager in the daily operation of housing developments in accordance with established Authority policies and procedures and state and federal regulations, performs annual and interim reexaminations to determine rent and continued resident eligibility, preparation of eviction packages for court, taking and processing work orders, rental collections, unit inspections and the enforcement of the provisions of the dwelling lease.
- Assists the Housing Manager with ensuring that Public Housing Assessment System (PHAS) or other performance standards are met, including vacancy number and percentage, rents uncollected, unit turnaround, outstanding work orders, annual UPCS and housekeeping inspections and tenant account receivables.
- Acts for the Housing Manager on all matters in their absence.
- Greets residents and visitors to the management office and assists in processing paperwork or directing them to the Housing Manager to ensure individuals are serviced in a timely manner.
- Conducts new resident orientations to review the lease and other policies with residents.
- Conducts move-in and move-out inspections and prepares the associated paperwork.
- Collects rent, issues rent delinquency notices to residents in accordance with established procedures and performs tenant accounting functions.
- May participate in grievance hearings for residents and make recommendations to the Housing Manager.
- Maintains continuing liaison with community organizations.
- Utilizes a personal computer to input and retrieve data.
- Prepares, types and mails basic correspondence that is of a professional quality, accurate, correctly formatted and grammatically correct; insures certificate of mailing of official correspondence to residents.
- Prepares and completes forms and prepares reports.
- Performs routine office duties.
- Assists in the preparation of periodic reports and in the maintenance and upkeep of resident records.
- Performs basic accounting functions as it relates to rent collections, account adjustments and refunds.
- Schedules meetings, unit inspections and arranges resident activities.
- Ensures the safety and security of residents.
- Applies sound judgment when responding to issues and dealing with problems.
- Maintains a safe work environment and exhibits safe work practices.
- Pursue personal development of skills and knowledge necessary for the effective performance of the role. Attend training to further develop relevant knowledge, techniques and skills.

SUPERVISORY RESPONSIBILITIES
- Provides direction to development employees in the absence of the Housing Manager.

EDUCATION and/or EXPERIENCE:
- Associate’s Degree in Business Administration or Management, Human Services or other related field required. B.S. Degree in Business Administration or Management, Human Services or Sociology preferred.
- Three years of administrative experience in housing or property management.
- Working knowledge of Fair Housing Laws and Section 504 Compliance Requirements
- Working knowledge of Delaware Landlord Tenant Code and HUD regulations
- Extensive administrative experience in a public housing setting working in housing management with supervisory experience.
COMPUTER SKILLS:
- Expertise with 365 MS Office Suite.
- Knowledge of property management software Demonstrated skill in typing.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Must obtain a Public Housing Management Certification within one year of employment.
LANGUAGE SKILLS:
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, board members, residents, internal and external customers and the general public.
MATHEMATICAL SKILLS:
- Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY:
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations
