Position Summary: Reporting to the Operations Manager alongside the Airport Director and/or his designate. The candidates selected will exercise day-to-day oversight of distinct, geographically organized ARFF unit functions.

These individuals will be expected to serve under Unified Command during emergencies; meet Part 139 ARFF requirements in accordance with Federal Aviation Administration (FAA) Airport Certification Standards and other federal, state and local laws; assist in operating the units in an effective and cost-efficient manner; develop strong interagency and private-sector partnerships for the purpose of achieving a maximally efficient aircraft firefighting structure; and command, motivate, train, inspire, and maintain proper order and discipline among subordinates

Reporting Relationships:

  • Reports to: Operations Manager
  • Supervises: ARFF Team

Essential Functions:

Major responsibilities include but are not limited to:

  • Implement and manage the emergency notification system.
  • Ability to act in a DUTY capacity in order to respond to emergency calls.
  • Ability to lead, perform and remain calm in the face of adversity and extreme conditions. Must meet the requirements of the National Fire Protection Association Standards (NFPA).
  • Supervising day-to-day ARFF functions, developing staff to a high degree of competence, and overseeing the assignment of subordinates.
  • Enforcing discipline, good order, and the highest standards of personal and unit probity.
  • Monitoring and evaluating the efficiency and effectiveness of service delivery methods, procedures, techniques, and equipment utilized in the conduct of all activities and making recommendations to eliminate inadequacies or improving operations, service and staffing levels, while promoting change management to ensure successful completion.
  • Analyzing problems, identifying solutions and implementing recommendations in support of Wilmington International Airport goals, policies and procedures.

  • Supervising staff by clearly defining expectations and assignments, providing clear orders and instructions, maintaining approachability and listening to others, showing concern for others, exhibiting flexibility, decisiveness and calm demeanor in high-pressure situations and contingencies, motivating others and otherwise providing effective leadership.
  • Develop programs and procedures to ensure best practices and to maintain standards.
  • Coordinate the creation, maintenance, retrieval, protections, retention, and destruction of all records in accordance with the FAA policy and legal, financial, governmental, and historical requirements.
  • Working with ARFF Command staff, develop programs and standard operating procedures to ensure best practices and to maintain standards.
  • Participate in the implementation, and maintenance of policies and procedures for the recording, indexing, filing, and retrieving of active documents and the storage of inactive documents; assist in development and maintenance of the work plan for the records management function.
  • Ensuring compliance with Part 139 ARFF requirements in accordance with FAA Certification Standards and other federal, state and local laws.
  • Ensuring compliance Part 139.321, Handling and Storage of Hazardous Materials and NFPA publications.
  • Making recommendations to the Operations Manager regarding hiring, training, discipline, and promotion of subordinates.
  • Make recommendations on annual budget requirements.
  • Maintaining technical and supervisory proficiency; organize and prioritize projects and multiple tasks in an effective and timely manner.
  • Attend and participate in professional group meetings, maintaining awareness of new trends in aircraft fire fighting and rescue, and incorporating new developments as appropriate.
  • Must be willing to work nonconventional work hours as assigned. This includes covering the shift for a subordinate whenever necessary. Must work shift as assigned, as well days off to attend training, inspections, and emergencies etc.
  • Must maintain all FAA139 documentation and ARFF response records.
  • Primary Contacts: Airport Director, Deputy Director, department directors, staff employees, tenants, public, aviation representatives, visitors and passengers.
  • Physical Demands: Some exposure to aircraft noise and fuels, daily contact with chemicals, and airport construction. Potential exposure to aircraft and vehicle accidents. Position requires much standing and walking, bending, stooping, kneeling, pushing, pulling, lifting up to 100 lbs. Some exposure to inclement weather.
  • Working Conditions: Position may require incumbent to be outside and on feet for extended periods. Working hours routinely 4:30 a.m. to 12:00 a.m.

Qualifications:

Candidates must present the following qualifications to be considered eligible for this position:

Five (5) years of experience as a firefighter in an organized fire department or a state firefighting service. Two (2) years of the General Experience must have been at the level of Fire Officer or higher in an organized Fire Department. Must have Firefighter 1 and 2 certifications. Prefer candidate to have a valid state EMT certification. Must be able to pass an annual physical (NFPA 1582 current edition) and agility test prior to start of position and yearly thereafter. This position will require the ability to obtain and maintain a security clearance. Must possess a valid state issued driver’s license. The ability to be certified as an ARFF Responder in 6 months from date of employment. Preferred experience at another 139 index B or C airport.

Job Type: Full-time

Pay: $55,000.00 - $65,000.00 per year
