JOB TITLE: ACCOUNTING SPECIALIST
FINANCE DEPARTMENT
FLSA: Non-exempt

Hours: 

  • The regular work hours are from 8:00am to 5:00pm, five days a week (Monday through Friday). Night or weekend work is performed as needed or required for special finance projects, projects with hard deadlines, and/or job related activities.

Compensation: The starting salary for a fully qualified Accounting Specialist begins at $53,184 a COMPETITIVE BENEFITS PACKAGE.

GENERAL STATEMENT OF JOB
Performs difficult skilled technical work overseeing and participating in the processing of financial reports and payrolls, verifies and posts journal and general ledger entries, maintains financial records, reconciles accounts, and does other related work as required. Work is performed under the limited supervision of the Assistant Finance Director.

SPECIFIC DUTIES AND RESPONSIBILITIESEssential Job Functions
  • Analyzes accounts and prepares various accounting, fiscal, statistical, and narrative reports to be distributed to various local, state, and federal agencies. 
  • Assists with the administration of several large monthly payrolls under the supervision of the Payroll Coordinator; provides support during busy periods and assists with quarterly and yearly reporting. As a backup for the Payroll Coordinator, manages payrolls without assistance as necessary.
  • Maintains and reconciles bank and account statements; determines and ensures appropriate usage; resolves issues and disputes; manages cash and investment accounts.
  • Verifies and posts journal entries, and budget transfers into financial software; assists with the maintenance of the general ledger, establishes new account numbers, balances and posts daily transactions; assists with the preparation of budget amendments.
  • Prepares and distributes invoices and funds to various county agencies and municipalities.
  • Maintains various financial files and records in accordance with state and federal guidelines.
  • Processes voids and stop payments with the bank; serves as a liaison to the bank for any transactions or issues.
  • Processes insufficient fund transactions; coordinates with corresponding departments for collection.
  • Processes invoices for accounts payable; assists with accounts payable and receivable processes as needed.
  • Manages and processes Escheats funds for submission to the state.
  • Oversees and monitors postage and mail related financial transactions.
  • Responds to both public and internal records and assistance requests with excellent customer service skills.
  • Provides backup for other Accounting Specialist positions as necessary, including but not limited to capital asset record keeping, audit data collection, and petty cash reconciliation.
  • Maintains and prepares a variety of budgetary and vendor related files; updates vendor codes; processes and submits 1099s.
  • Performs other related work as required.
MINIMUM TRAINING AND EXPERIENCE
Associates/Technical degree with coursework in business administration, accounting, payroll, or related field and considerable experience in accounts receivable, accounts receivable, payroll administration, government accounting, or equivalent combination of education and experience. MINIMUM QUALIFICATIONS OR STANDARDS
REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
  • Physical RequirementsMust be physically able to operate a variety of automated office machines and equipment including computers, typewriters, calculators, copiers, facsimile machines, etc. Requires the ability to exert up to 10 pounds occasionally and/or a negligible amount of force frequently or constantly lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. 
  • Data ConceptionRequires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things. 
  • Interpersonal CommunicationsRequires the ability to speak and/or signal people to conveyor exchange information. Includes receiving instructions, assignments and/or directions from superiors. 
  • Language AbilityRequires the ability to read correspondence, reports, forms, purchase orders, invoices, checks, general ledgers, journals entries, manuals, financial reports, etc. Requires the ability to prepare correspondence, reports, registers, checks, etc. using proper formats. Requires the ability to talk to people with poise, voice control and confidence. 
  • IntelligenceRequires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists: to interpret a variety of instructions furnished in oral, written, diagrammatic or schedule form. 
  • Verbal AptitudeRequires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to understand government accounting terminology. 
  • Numerical AptitudeRequires the ability to utilize mathematical formulas; to add and subtract; to multiply and divide; to calculate percentages and decimals; to interpret graphs; to compute discount, interest, profit and loss, ratio and proportion, etc. 
  • Form/Spatial AptitudeRequires the ability to inspect items for proper length, width and shape. 
  • Motor CoordinationRequires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment. 
  • Manual DexterityRequires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.   
  • Color DiscriminationDoes not require the ability to differentiate between colors and shades of color. 
  • Interpersonal TemperamentRequires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress. 
  • Physical CommunicationRequires the ability to talk and/or hear: (Talking expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear). Must be able to communicate via telephone.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Considerable knowledge of general accounting standards. 
  • Considerable knowledge of state and local fiscal regulations, policies, and procedures. 
  • Considerable knowledge of application of established bookkeeping and accounting principles and techniques to governmental accounting transactions. 
  • Considerable knowledge of the principles and practices of public record keeping and reporting. 
  • Considerable knowledge of common accounting software and the ability to pick up new software quickly. 
  • General knowledge of terminology used in the Department. 
  • Ability to use a variety of offices machines, including popular computer-driven word processing, spreadsheet and file maintenance programs. 
  • Ability to apply accounting principles and relevant laws and regulations to the preparation and maintenance of fiscal and accounting records and reports. 
  • Ability to maintain complex records and files, and to prepare reports from such data. 
  • Ability to type with accuracy at a moderate rate of speed. 
  • Ability to exercise independent judgment and initiative in applying standards to a variety of work situations. 
  • Ability to exercise tact and courtesy in contact with vendors and the general public. 
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
