JOB TITLE:   CONVENIENCE CENTER MANAGER
(PART-TIME) TEMPORARY - NO BENEFITS - NOT TO EXCEED 1000 HOURS IN A ROLLING CALENDAR YEAR
SOLID WASTE SERVICES
 
 
GENERAL STATEMENT OF JOB
 
Under general supervision, coordinates and directs the operation of a Wilson County Convenience Center. Work involves inspecting solid waste and recyclable materials brought to the center by residents of Wilson County. The manager opens and closes the center, greets each customer, provides information about the center and directs the customer to appropriate disposal or recycling containers. The manager is responsible for maintaining center records. Reports to the Solid Waste Services Administrator.
 
SPECIFIC DUTIES AND RESPONSIBILITIES
 
Essential Job Functions
 
Opens and closes the center in accordance with posted operating hours and procedures.
Comes out of the manager's building to meet and greet each customer. Provides instructions to them. Maintains a friendly and courteous attitude.
 
Demonstrates how to prepare recyclables for placement in the container. Explains county policies and procedures as needed and refers customers to the Solid Waste Management staff when more detailed explanation is required.
 
Assists in the direction and control of traffic at the centers. Directs customers to appropriate facilities and ensures compliance with established policies, procedures and standards.
 
Performs groundskeeping duties, including but not limited to, picking up wind blown trash, cleaning the manager's building and other public areas, keeps the area around and under the trash compactor clean after the receiving container is removed to be emptied and during normal operation of the compactor. Reports items that need repair or maintenance. 
 
Additional Job Functions
 
Performs other related work as required.
 
MINIMUM TRAINING AND EXPERIENCE
 
High school graduate preferred. Some experience in equipment operation, manual labor and customer service required; or any combination of training and experience that provides the required knowledge, skills and abilities.  Must be available to work 11-hour rotating workdays including weekends as required.
 

MINIMUM QUALIFICATIONS OR STANDARDS
REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
 
Physical Requirements: Must be physically able to operate tools such as rakes, brooms, shovels, grapple poles, compactor controls and portable telephone. Must be able to exert to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and up to 15 pounds of force constantly to move objects. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of the body to grasp, push, pull or otherwise move objects. Physical requirements are for light to moderate work. Must be able to work inside and outside under variable weather conditions.
 
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things.
 
Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments or directions from supervisor.
 
Language Ability: Requires the ability to read a variety of pamphlets and general information of a non­-technical nature. Requires the ability to speak to people with poise, voice control and confidence.
 
Intelligence: Requires the ability to use common sense to solve practical problems; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form.
 
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English.
 
Numerical Aptitude: Requires the ability to tally groups of like objects and to read a pressure gauge.
 
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
 
Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using hand tools.
 
Manual Dexterity: Requires the ability to handle a variety of items such as hand tools. Must have minimal levels of eye/hand/foot coordination.
 
Color Discrimination: Requires the ability to differentiate between colors and shades of color.
 
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.
 
Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.)
 

KNOWLEDGE, SKILLS AND ABILITIES
 
Working knowledge of state and local laws and regulations pertaining to solid waste management.
 
Ability to use and operate various hand tools and a stationary compactor.
 
Ability to maintain complete and accurate records.
 
Ability to perform minor maintenance activities on compactor and to do light groundskeeping duties.
 
Ability to exercise tact, courtesy and firmness in frequent contact with customers and the general public.
 
Ability to establish and maintain effective working relationships as necessitated by work assignments.
