JOB TITLE: DEPUTY ELECTIONS DIRECTOR
BOARD OF ELECTIONS
FLSA: Non-exempt
General Statement of Job
Under supervision of the Director of Elections, performs complex technical, administrative and supervisory work involving the registration, voting, and election activities for Wilson County. Work involves coordinating and supervising a variety of office and field activities in support of Wilson County's elections operations in accordance with Federal, State, and County laws, regulations, and policies.
Work also involves providing clerical and administrative assistance to the Director and County Board of Elections in preparing budget proposals, supervising payroll, performing personnel administrative duties, attending a variety of meetings, and disseminating information to the news media, political parties, candidates, and the public.
Reviews with Director new and existing election laws to determine the impact on elections operations; coordinates appropriate changes in operations to comply with election laws through development of procedures and standards to ensure compliance with Election Related Laws, Rules, and Regulations of North Carolina.
Processes absentee ballot applications, mailing ballots to absentee voters and keeping a log of absentee voters, ballots, and all absentee supplies.
Accepts notices and filing forms and fees from candidates; receives campaign reports, verifying and notarizing when required.
Assists the Director in preparing for Board meetings and for instructional meetings for precinct officials.
Assist the Director with the preparation of legal descriptions, resolutions, and other printed material required in carrying out election procedures in accordance with statutory requirements.
Assists in preparing the annual budget proposal, including operating cost estimates for the coming fiscal year.
Demonstrates continuous effort to improve operation and work cooperatively and jointly to provide quality seamless customer service.
Monitors hardware, software, and telecommunications equipment as the department liaison with county and state MIS departments; configuring programs; mapping state and local systems to extract accurate election results; and troubleshooting issues.
Conducting tests on all voting equipment prior to each elections.
Serves as a technical resource to staff to include assessing technological needs, recommending equipment and elections hardware and software.
Assists with updating web pages.
Tabulates and cross checks all election data using closing results tapes, Excel worksheets, UNITY ERM, and Election Night Reporting ENR software.
Programs laptops for use during poll workers training, Early Voting, and Elections Day.
Assists the public with reading precinct maps and codes for districts.
Uses ArcGIS and Seims to research and resolve geocode conflicts.
Ability to work long hours in preparation for and during Early Voting and Election Days.
Minimum Training and Experience
Preferred masters' degree in political science, public administration, business or related field; or bachelor's degree and 2-year experience in interpretation and application of laws, rules, and regulations associated with conducting elections, including one year of lead and/or supervisory experience; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Other qualifications may be substituted by the Board of Elections. Special Requirements
Valid driver's license in the State of North Carolina
Certification as Public Notary by the North Carolina Secretary of State.
Ability to obtain State Board of Elections certification within three years of employment.
