CLASSIFICATION TITLE : PLANNING TECHNICIAN FLSA STATUS : NON-EXEMPT
Salary = $23.21 - $26.66 per hour based on qualifications
PURPOSE OF CLASSIFICATION
The purpose of this classification is to performs a variety of paraprofessional planning tasks at the public counter, the office, and in the field, including basic intake and review of a wide variety of land use and development proposals, basic file research and maintenance, and map reading; prepares simple technical reports; creates and maintains databases; assists planners with research and planning studies; and performs other duties as required. Reports to Planning Director.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Serves as front line face of the Planning department, helping assist public with general questions, requires strong communication skills.
- Provides responsible staff assistance to the advisory boards which includes : preparing meeting agendas;
coordinating presenters; finalizing agendas; preparing and disseminating meeting materials; coordinating
monthly meetings; securing materials and equipment for meetings; preparing and disseminating meeting
minutes; performing meeting follow up; and performing other related activities.
Acts as staff at the public information and zoning counter; receives and determines completeness and acceptability of various types of land use applications including, subdivisions, zone changes and clearances, and reviews request for various and conditional use permits.
Reviews land use proposals for basic conformance with land use policies and procedures contained in Comprehensive Plan, Zoning Ordinance, General Plan and other regulatory guidelines; advises applicants of required land use standards and application contents; refers discretionary site plans and plat appraisals to higher level planning staff.
Provides a variety of procedural and recorded information to the public including case file information, zoning, and land use requirements, and assessor's parcel number; receives and records review fees, and sewer access fees.
Makes routine field investigations in the review of various land use applications.
Assists planners with research and planning studies by compiling data and preparing reports assists zoning staff in researching cases and compiling reports; assists in the coordination of regular departmental meetings.
Provides support to professional planning staff by applying basic procedures of County Land Use Ordinances, Comprehensive Plan, and other regulatory guidelines to receive and review various land use proposals and in response to public inquiries.
Assist in the most routine applications and planning studies regarding land use interpretation refers complex problems to the Planner or Planning Director.
ADDITIONAL FUNCTIONS
Performs clerical tasks, including answering telephone calls, typing documents, making copies, sending and receiving faxes, filing documentation, and processing incoming / outgoing mail.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
MINIMUM QUALIFICATIONS
High School Diploma or GED equivalent, associate's degree preferred : or experience in land use regulation inspections and , supplemented by two (2) year previous experience and / or training administrative or technical experience which included six (6) months of experience providing technical or administrative support in an environmental, planning, mapping, architectural, civil engineering, or related agency or organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Tennessee driver's license.
