Summary: Responsible to the Chief Nursing Officer. Functions as Emergency Department Director, clinical resource person, and responsible for nursing resource utilization, Assumes responsibility for Emergency Services Operations for shift worked.
Essential Duties and Responsibilities: include the following. Other duties may be assigned
- Follows process that define qualifications, responsibilities, competencies of staff needed to provide care and services that meet the needs of the Emergency Department.
- Familiar with each Emergency Department staffing plan to meet customer and service needs that effectively addresses staffing guidelines, productivity measures, and the Emergency Department plan of care to provide safe and high quality service.
- Leads on departmental work teams that successfully assess, revise, and improve work outcomes.
- Provides frequent and clear communication and feedback to staff based on individual needs and job requirements.
- Administers corrective action as needed to Staff and Emergency Department under close supervision and approval of the Emergency Department Director.
- Provides or facilitates continuing education/training for team members, with particular focus on quality improvement in teams, use of equipment, interpersonal relationships, customer service, and leadership as assigned or delegated.
- Attends 100% of mandatory education.
- Assures all new team members successfully complete general and department orientation within designated time frames. Communicate knowledge on all current hospital and department policies and procedures to patient care employees.
- Promotes confidence in team members through peer recognition and reinforcement of successes by team and its members.
- Facilitates and fosters ongoing problem solving that utilizes teams and collaboration.
- Leads teams that can focus on immediate issues, move quickly, and achieve specific results as planned.
- Supports others to do their best, creating an atmosphere focused on results, achievement and recognition.
- Assists the Emergency Department Director in hiring decisions and processes.
2. Fiscal Management
- Acts as financial steward for Emergency Department and the staffing resource utilization based on care and services provided that is in alignment with mission, vision, and values of Connally Memorial Medical Center.
- Monitors and modifies staffing skill mix according to shifts in demand for services and resource availability.
- Communicates information and costs to team and all others involved in supporting the provision of care and services.
- Continually defines, analyzes, and implements efficient workflow utilizing process improvement principles.
3. Materials Management
- Follows departmental plan for meeting material and capital needs that is based on available resources and consistent with the mission, vision, and values of Connally Memorial Medical Center.
- Follows the systems processes for determining for and projecting material and capital needs on a yearly and provide input to Director.
- Utilizes ongoing system that effectively manages material and supply usage.
4. Management of Information and Support
- Maintains a work environment that develops leadership and accountability skills in all staff.
- Systematically empowers employees by relocating decision making for customer satisfaction to those serving the customer.
- Participates in the Quality Improvement of the department by serving on teams that include ongoing mechanisms for measuring and improving quality of service and outcomes.
- Assesses and implements plan for continuously improving own leadership skills.
- Develops own and staff skills in seeing organizational issues from the broad view, anticipating challenges and opportunities, thinking ahead, and the ability to react quickly with tactical responses to changes in wor demands.
- Maintains a precise and constant flow of information to staff through numerous channels and opportunities.
5. Leadership
- Challenges the status quo to improve efficiency of Emergency Department operations.
- Facilitate optimal Emergency Department throughput to decrease Emergency Department LOS and LWBS.
- Ensures that the competence of staff is assessed, maintained, demonstrated, and improved on an ongoing basis.
- Creates and supports an environment in department that encourages problem solving, experimentation, creativity, calculated risk taking, desire to excel and pride in success.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Current licensure as Registered Nurse in the state of Texas. ADN required. BSN recommended.
Experience: A minimum of three years acute care clinical nursing experience in a hospital setting or three years demonstrated leadership as an Emergency department charge nurse... Familiar with scheduling Emergency Department assignments, staffing assignments, acuity systems, and esi level triage. Has developed and presented education sessions. Has performed employee evaluations and assisted with orientation of staff. Has experience investigating problems and provides solutions with- in the framework of best practice and nursing process.
Physical Requirements: This job requires, at various times, the following physical activities; climbing, balancing, stopping, kneeling, crouching, reaching, standing, carrying, walking, pushing, pulling, lifting, finger dexterity, grasping, feeling, talking, and hearing, sometimes exerting in excess of 20-100 pounds of force. The worker is required to have close visual acuity to perform daily activities. May be subject to inside environmental conditions, hazards (including electrical currents and exposure to high heat and chemicals), infectious diseases, and may be required to function around prisoners and mental patients.
Skills: Must have good writing and excellent verbal skills; must present a positive image for Connally Memorial Medical Center; computer skills to include word, excel, and EMR; ability to prioritize tasks, intervene in conflicts. Possess strong interpersonal skills and ability to work as a team member or team leader.
