Job Description For The Project Director
Position Overview: The Project Director will oversee all training, analysis, strategic planning, and technical assistance. They will be the primary lead for both analysis and strategic planning for the project. The Project Director must have significant expertise in leading APS education initiatives and should have experience at the national level and/or with a state entity that has a contract-based APS program (like Massachusetts). The Project Director should also have knowledge of adult learning theory and modern learning and development best practices, as well as experience in the design and implementation of E-Learning, including integrating multimedia elements such as videos, infographics, and graphics specific to APS.
The Adult Protective Services (APS) Program
The Massachusetts Executive Office of Elder Affairs (EOEA) is responsible for administering the Commonwealth’s Elder Protective Services Program in accordance with M.G.L. c. 19A. The Adult Protective Services (APS) program, responds to reports of abuse and neglect of individuals aged 60 and older residing in the community. APS investigates cases of neglect, physical, sexual, and emotional abuse, as well as financial exploitation and self-neglect. Each year, APS receives approximately 36,400 reports, leading to investigations of over 16,000 cases and the addition of more than 9,000 cases into ongoing services. Given the challenging nature of this work—which often involves engagement with situations involving violence, substance abuse, and financial exploitation—Protective Services staff require comprehensive training to maintain the safety and well-being of themselves and the individuals they serve.

Key Responsibilities
- Oversee all aspects of training, analysis, strategic planning, and technical assistance related to the project.
- Lead the development and execution of strategies for APS education and training initiatives.
- Drive the design and implementation of E-Learning modules, ensuring integration of multimedia elements (videos, infographics, graphics) specific to APS content.
- Manage and guide the project team in the creation and delivery of high-quality educational materials for APS professionals.
- Collaborate with stakeholders, including state agencies and national entities, to tailor educational initiatives to the needs of the APS workforce.
- Provide expert analysis and strategic guidance to ensure continuous improvement of training programs.
- Monitor and evaluate project progress, ensuring that timelines, budgets, and goals are adhered to.
- Significant experience leading APS education initiatives at the national level and/or with a state entity managing a contract-based APS program (e.g., Massachusetts).
- Strong knowledge of adult learning theory and current learning and development best practices.
- Expertise in the design and implementation of E-Learning solutions, including integration of multimedia elements.
- Proven experience managing complex projects with a focus on educational content development.
- Ability to collaborate with diverse stakeholders and drive initiatives forward in a fast-paced environment.
- Excellent leadership, communication, and organizational skills.
