Utilities Clerk
Reports to: Utilities Manager
Salary (Grade): $16.98 (G11-E)

Job Purpose & Position Overview:
Prepare and review operational and financial reports and documents to ensure accuracy and efficiency. Analyze internal processes and recommend and implement procedural or policy changes to improve operations. Provide high-level administrative support to Utilities Manager, Utilities staff, all tribal employees, visitors, and customers. Will serve as primary data entry person for the Utilities Manager in the creation and management of appropriate files.
Specific Job Duties/Responsibilities:
- Demonstrates the Winnebago Tribe’s core mission, vision, and values.
- Greets visitors, ascertains nature of business and conducts visitors to employer or appropriate person. Will act as receptionist utilizing appropriate telephone communication skills.
- Type correspondence, reports; schedules, and filing necessary paperwork.
- Sort and maintain all correspondences, reports, records, requisitions, forms, and other materials.
- Enters requisitions, invoices and all other purchasing into the tribe’s purchase ordering system.
- Will ensure all accounts are held in good standing with vendor.
- Shall be responsible for ordering and payment of office supplies, equipment etc.
- Assuring all filing systems for files are correct and amend as needed and maintain confidentiality of files.
- Will do monthly billing and invoicing for utility customers, including working with the Utilities Program staff.
- Communicate with clients/tenants/vendors regarding documents, permits, and invoicing.
- Assist and complete budget and appropriations for the department and submit to finance department.
- Will complete purchases for capital purchases and make monthly or yearly payments for capital purchases accordingly.

Required Qualifications/Skills:
- High School Diploma or verifiable GED required; Associate degree in business or other related field preferred
- License not required but preferred.
- Knowledge of all office machine equipment, and general clerical work experience.
- Must have typing skills.
- Experience using computer software such as Word, Excel, Adobe and other database management software.
- Knowledge of financial record keeping (basic accounting, bookkeeping, etc.)
- Ability to deal with the public courteously and tactfully and to convey concise and accurate explanation of policies and procedures.
- Ability to maintain and organize information within prescribed systems and procedures.
- Must be able to maintain confidentiality of information.
Training Requirements:
- Must be willing to attend meetings and training courses as requested.
Physical Requirements:
- Normal to light office work which includes the ability to lift up to 25 lbs.
- Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
- While performing daily duties, the employee is regularly required to talk and listen.
Mental Requirements:
- Reading, writing, calculating

- Reasoning/Analysis
- Works with minimal to no supervision.
Language Requirements:
- Must possess the ability to read, write, and speak the English language fluently.
