This position starts at $4,367.28/bi-weekly (DOQ) with advancement up to $5,943.25/bi-weekly (2024 wages).

Characteristics of Class:
Under the administrative direction of the County Administrator and technical guidelines of the appropriate state agencies, an employee in this classification provides and administers a comprehensive program of health and human services for residents ensuring that their economic, social and health needs are provided for in accordance with county, state and federal regulations, policies and procedures. An employee in this classification also supervises professional, support and clerical staff; participates with the community in developing and administering programs; is responsible for providing reports required by County, State, and Federal laws; and performs related work as required.

  • Directs, manages and consults with social service, income maintenance, and child support supervisors, and staff to discuss problems and issues regarding federal, state and county laws and regulations, department policies and procedural interpretations, program efficiency and effectiveness and interdepartmental relationships.
  • Directs, manages and consults with Health and Human Services Supervisors and staff regarding the planning, development, coordination, provision and evaluation of Community Health Service Program areas of family health, health promotion and disease prevention and control. Works with appropriate departments in the coordination of emergency medical services and is responsible for public health nuisance complaints in accordance with the Local Public Health Act.
  • Supervises and plans the preparation of the County Children and Community Services Act (CCSA) Plans and the Community Health Assessment and Action Planning (CHAAP) and evaluates the prior year’s activities for improved effectiveness and services.
  • Directs the preparation and oversees the apportioning of department budgets.
  • Prepares oral and written reports and appropriate correspondence for presentations to the County Board/Board of Health/Advisory Committees, State and Federal agencies of other involved organizations.
  • Acts as liaison between department and general public.
  • Reviews, evaluates and recommends personnel changes and administrative policies and procedures; recommends new staff including hiring and discharging.
  • Executes and administers contracts for Health and Human Services as authorized by the County Board.
  • Promotes cooperative interdepartmental relationships and collaborative efforts with other organizations and agencies.
  • Works collaboratively with partner organizations to establish rapport and engage in community involvement.
  • Confers and/or work collaboratively with the County Attorney’s Office about legal aspects confronting the agency.
  • May be required to serve as Community Health Services Administrator.
  • Any other duties as assigned.

Required Knowledge, Skills, and Abilities:
Any combination of training and experience providing the following knowledge, skills, and abilities.

For Full Performance:
Knowledge of laws and regulations relating to Public Health and Human Services.

  • Knowledge of policies and procedures along with understanding of state agency’s policies and procedures.
  • Knowledge of legislation and rules both on a federal and state level pertaining to department programs and their applicability to operations.
  • Ability to establish and maintain good working relationships with staff, citizens, and community officials.
  • Knowledge of community resources.
  • Knowledge of fiscal management.
  • Knowledge of social-economic conditions in rural and urban areas.

For Pre-Employment:

  • A minimum of a Bachelor's degree in Administration, Public Health, Community Health, Environmental Health or Nursing with two years of documented public health experience in an administrative or supervisory capacity.  OR
  • Be registered as an Environmental Health Specialist or Sanitarian in the State of MN with two years of documented public health experience in an administrative or supervisory capacity.  OR
  • A Master's degree, or higher, in Administration, Public Health, Community Health, Environmental Health or Nursing with one year of documented public health experience in an administrative or supervisory capacity.  OR
  • A minimum of a Bachelor's degree with four years of documented public health experience in an administrative or supervisory capacity.  OR
  • If one of the above pre-employment requirements is near completion, the ability to achieve one of the requirements within one year of hire.  OR
  • Master's degree in Social Work (MSW), Business Administration (MBA), or closely related professional field such as psychology, sociology, etc. with at least two years of graduate studies in the same or at least four years of progressive responsible experience in an administrative or supervisory capacity in human services or public health, or an equivalent combination of education and experience.  If one of the above pre-employment requirements is near completion, the ability to achieve one of the requirements within one year of hire.
  • An emphasis in personnel management, budgetary or economic analysis is highly desirable.
  • Ability to supervise staff in a manner that will stimulate growth and development.
  • Ability to interpret and implement reports, case files, rules, bulletins, and directives.
  • Ability to support a philosophy of collaboration.
  • Ability to plan and organize work effectively.
  • Ability to analyze and make independent judgments based on department objectives.
  • Ability to communicate effectively verbally and in writing.
  • Ability to make sound decisions.
  • Ability to formulate new methods and techniques to meet changing needs.
  • Proficient use of computer software such as Microsoft Windows applications; Word, Excel, Access and Outlook.
  • Ability to plan and administer a large service program delivery system.
  • Must possess and maintain a valid driver’s license.
  • Must pass required background check.
