Winrock seeks a visionary, strategic Chief Programand Growth Officer(CPGO) who will partner with the CEO and other Executive Team leaders to provide strategic leadership and oversight for strategic growth, programmatic and operational functions, with a focus on USAID and US Government (USG) programming.
The CPGO will work closely with the CEO and the rest of the ExecutiveTeam to alignprograms and growth with Winrock’s missionand strategic goals and to ensureeffective, efficient, and impactful project delivery and strategic growth.
POSITION SUMMARY:
The Chief Program and Growth Officer (CPGO) is a critical member of the Executive Team reporting to the CEO. This role encompasses growth, strategic oversight of programs and the operational rigor required to supportand scale globalinitiatives effectively, particularly those funded by USAID and other US Government (USG) agencies.
The CPGO will be responsible for ensuring the success and strategic growth of Winrock’s diverse portfolio of programs, drivingexcellence in implementation, compliance, and impactmeasurement. At Winrock, the CPGO manages Global Programming units (Agriculture, Water & Resilience, Environment and Energy and Human Rights, Education and Empowerment), Business Development, US Programs, Program Operations, which includes project delivery and excellence.

MAJOR RESPONSIBILITIES:
Program Leadership:
- Oversee the design,implementation, and evaluation of Winrock’s portfolio of programs, ensuring they align with donor expectations, organizational goals, and impact metrics.
- Provide strategic direction to program teams,fostering growth, innovation and excellence in project delivery.
- Cultivate strong relationships with donors that are alignedto Winrock’s strategic growth positioning Winrock as a trusted partner.
- Ensure compliance with donor regulations and reporting requirements, with a focuson USAID and USG-funded initiatives.
- Promote knowledge sharingand cross-program learningto enhance impact and scalability.
- Represent Winrock at external events with donorsand funders.
Strategic and Operational Leadership:
- Collaborate with the CEO on the development and execution of the organization's updated strategic plan and businessmodel to alignwith the missionand updated strategic vision and goals.
- Provide strategic direction and leadership for all growth,programmatic and program operational activities.
- Lead and implement development of organization wide operational best practices focusingon addressing structural change within program operations to continuously improve program delivery.
- Develop and implementstrategies to expand programming and high-value projectswithin the federal space, targeting opportunities with USAID and other federal agencies, while aligning with the updated strategic goals.
- Consistentlyevaluate industry and organizational trendsand opportunities to enhance operational excellence, innovation, and efficiency.
- Ensure programming compliance with all Donor regulations and other requirements.
- Oversee the development and implementation of streamlined operational policies and procedures, deliver global training,and bring insightsfrom program implementation to inform future business directions.
Team Leadership and Development:
- Cultivate a high-performance culture and lead and mentora diverse team of programand operations professionals.
- Foster a cultureof accountability, transparency, and continuous improvement.
- Promote professional development and capacity building within the program, growth and operations teams. Focus on leadership development programs to empoweremerging leaders, enhance executive capabilities, and create a robust succession plan.
- Develop and expand a dynamic innovation network by encouraging collaboration, nurturing creative ideas, and providingthe necessary resourcesand support to drive sustainable growth and transformational advancements.
QUALIFICATIONS AND BACKGROUND:
Education: Bachelor's degreein international development, Public Administration, Business Administration, or similar discipline required. Advanced degree preferred.
Experience:
- Overall experience of 20 years with a minimum of 15 years of progressive leadership experience in program management and operational oversight, with significant focus on USAID and USG-funded projects.
- Technical experience with at leastone of Winrock’s programmatic areas.
- At least one year of previous executivelevel experience required.
- Experience supporting programsand leading growth in non-profit and for-profit organizations preferred.
- Outstanding leadership abilities, exceptional strategic thinkingand problem-solving skills and strong personal ethics.
- Proven success in leading large,complex, multi-sectoral programsacross diverse geographic regions.
- Demonstrated ability to drive programmatic excellence, ensure compliance, and deliver measurable impact in line with donor requirements.
- Extensive experience managingglobal teams, fosteringcollaboration, and building organizational capacity.
- Successful track recordin business development, including cultivating relationships with major donors, partners, and stakeholders.

Computer/Technical Skills: Proficient with MS Office.Costpoint familiarity preferred.
Communication Skills:Excellent verbal and written communication skills required. Language:Fluency in English required,proficiency in a secondlanguage preferred.
Required Travel: International travel is required, approximately 20- 30%.
The salary range for this role is set between $325,000 and $350,000, with the majority of candidates typically landing within the midpoint of this range. Winrock offers a robust benefits package including a 10% annual contribution to your 403b.
