Qualifications:
- Licensure as a Registered Professional nurse in accordance with Chapter 464, Florida Statutes
- A minimum of three years of professional nursing experience
- The contracted consultant will travel to a minimum of 18 and maximum of 22 birthing hospitals within their assigned region within the state of Florida and conduct monitoring visits to assesses and determine what hepatitis B virus (HBV) and pertussis prevention activities occurred
- Send an introduction letter to the executive staff for each birthing hospital at least 21 days prior to the date of the consultant visit. The introduction letter must include, at minimum:
- An overview of the Department review process;
- Assessment Activities;
- A request for admission to conduct a monitoring visit in accordance with the Internal Operating procedure (IOP) 350-7-17 for Detection and Prevention of Perinatal Hepatitis B and the Center for Disease Control and Prevention (CDC) standards of care for Perinatal Hepatitis B Prevention Programs (PHNPP)
- A copy of the Internal Operating Procedure (IOP) 350-7-17 will be provided to the Contractor’s contracted consultant prior to starting services
- Review the labor and delivery/postpartum clinical protocols on the screening process for obtaining the Hepatitis B surface antigen (HBsAg) status for all pregnant clients and identifying HBsAg positive mothers in accordance with IOP 350-7-17 and the CDC standards of care for PHBPP.
- Review the labor and delivery/postpartum clinical protocols to determine if the birthing hospital utilizes standing orders to provide the birth dose of hepatitis B (Hep B) vaccine to infants born to Hepatitis B surface antigen (HBsAg) positive mothers in accordance with the IOP 350-7-17, the Advisory Committee on Immunization Practices (ACIP) immunization recommendations, and the CDC standard of care for PHBPP.
- Review hospital medical records of at least 60 and not more than 80 newborns to determine whether these infants born to HBsAg status positive mothers were identified and treated in accordance with the IOP 350-7-17, the ACIP immunization recommendations, and the CDC standards of care for PHBPP.
- Review hospital medical records of at least 60 and not more than 80 newborns to determine if the required Hepatitis B birth dose was administered in accordance with the IOP 350-7-17, the ACIP immunization recommendations, and the CDC standards of care for PHBPP. Review medical records of at least 60 and not more than 80 labor and delivery/postpartum patients to assess the administration of the Tdap vaccine to postpartum women in accordance with the Department’s IOP 350-7-17, the ACIP immunization recommendations, and the CDC standards of care for PHBPP.
- Draft and send a follow-up letter to executive staff for each birthing hospital documenting the Department hospital medical record review with recommendations for each completed birthing hospital monitoring visit. The letter must be approved by the Contract manager and sent to the executive staff of each birthing hospital within 30 days of completing the monitoring visit
- Collect and report data within 30 days of each monitoring visit regarding the number and percentage of birthing hospitals in Florida with standing orders to administer the hep B birth dose prior to hospital discharge. Best practice regarding perinatal Hepatitis B case management in acute care setting. The number and percentage of birthing hospitals in Florida which have hep B birth dose administration rate of 50% or less. The number and percentage of birthing hospitals in Florida with standing orders to administer the Tdap to postpartum women prior to hospital discharge. The number and percentage of birthing hospitals in Florida administering Tdap to postpartum women prior to hospital discharge
- Collect and report data within 30 days of the monitoring visit on the number and percentage of birthing hospitals in Florida with standing orders to administer the hep B birth dose administration rate, standing orders to administer the Tdap to postpartum women prior to hospital discharge
- In the absence of the Statewide PHBPP Coordinator, the contracted consultant will serve as the secondary/back-up case reviewer of HBsAg positive in pregnant women cases under investigation in the Merlin Communicable Disease Surveillance System (Merlin) to determine if the county health department (CHD) PHBPP Case management staff needs to obtain or provide any additional information in accordance with the DOH’s IOP 350-7-17, the ACIP immunization recommendations, and the CDC standards of care for PHBPP
- Access the Merlin system weekly and review at least 10 and not more than 15 new HBsAg positive in pregnant women cases under investigation to determine if any additional surveillance, investigation, lab results, immunization status, and case management, documentation is needed in accordance with the DOH’s IOP 350-7-17, the ACIP immunization recommendations, and the CDC standards of care for PHBPP.
- Document in the Merlin system and notify the CHD PHBPP case management care coordinators of missing information, additional documentation and/or follow-up surveillance, investigate, lab results, immunization status, and case management documentation that is accordance with the DOH’s IOP 350-7-17, the ACIP immunization recommendations, and the CDC standards of care for PHBPP on at least 10 and not more than 15 active HBsAg positive in pregnant women cases. This task must be completed within 30 days of each site visit.
- Once all surveillance, investigation, lab results, immunization status, and case management documentation is complete in the Merlin system for each HBsAg positive in pregnant women case, the primary reviewer will accept the case in the Merlin system.
- Access the Merlin system weekly and review at lease at least 10 and not more than 15 new Perinatal Hep B infant’s cases under investigation to determine if any additional surveillance, investigation, lab results, immunization status, and case management documentation is needed. Share any PHBPP program updates obtained during the Regional and statewide PHBPP Quarterly Conference calls with five (5) business days
