Overview

WiSC Enterprises has potential openings for Senior Procurement Analysts at the Defense Health Agency’s Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.

 

As a Senior Procurement Analyst, you will support the Government Purchase Card (GPC) Division. Also, you are expected to be professional, responsive, and have excellent communication skills as you may be required to interface with senior Government and industry officials.

 

These are onsite positions based in Aurora, CO.

 

Compensation range: $85,000.00/Yr. - $95,000.00/Yr.

Responsibilities

Responsibilities

  • Support Component Program Manager (CPM) efforts to improve and expand DHA GPC program.
  • Work in partnership with the Oversight Agency / Organization Program Coordinator (A/OPCs), A/OPCs, Cardholders (CH), Billing Officials (CO), Alternate Billing Officials (ABO), and others as needed.
  • Schedule and publicize GPC training. Prepare and distribute the GPC training certificates of completion.
  • Assist with updating GPC training course and reference materials.
  • Maintain files and program documentation.
  • Monitor the GPC central email/mailbox account.
  • Provide daily administrative support in the establishment of accounts and formulation of solutions to program participant concerns.
  • Provide new GPC participants with all necessary information for joining the program.
  • Document processes and establish key documents for repetition and consistency.
  • Assist CPM in managing program risk.
  • Maintain and update various sources of information.
  • Design and work with Subject Matter Experts to implement processes to allow virtual access to Account holders and documents for surveillance and transaction management.
  • Assist the CPM to prepare GPC program guidelines, status reports and briefings. Assist the CPM in planning and implementing the future GPC organization.
  • Draft, proofread, and edit various program documents and correspondence.
  • Participate in meetings and events and, as applicable, take meeting minutes and notes.
  • Other GPC program duties as assigned.
  • Provide expert technical advice, staff coordination and consultation to foster formulating guidelines, implementing new developments, and providing expert interpretation.
  • Communicate procedures and processes to management, co-workers, customers, and stakeholders and provide guidance on pertinent changes to business functions and operations.
  • Plan and organize to systematically coordinate, track, and complete workflow in accordance with the unique procedures and guidelines of multiple organizational entities.
  • Prepare, track, monitor and analyze contract data and provide information in a clear concise report.
  • Run reports and analyze and collate data for monthly and annual reviews and monitoring of program purchasing behaviors.

Required Qualifications

Minimum Qualifications

  • Bachelor's degree with a major in any field is required.
  • 10 years of experience with the following:
    • Direct federal procurement in GS-1102 (or similar) capacity of which with extensive knowledge or understanding or Department of Defense (DoD) procurement policy. 
    • Knowledge of all phases of acquisition management.
    • Knowledge or understanding of Federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)), DoD Directives and Instructions, laws, regulations, and procedures.
  • 3 years of experience using price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position. 
  • 3 years of experience using methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems. 
  • Demonstrated excellent oral and written communication skills sufficient to compose and deliver responses to customers’ complex questions in a clear and concise manner. 

Computer Skills:

  • Proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat.

Salary : $85,000 - $95,000
