WiSC Enterprises is hiring for a Senior Strategic Business Analyst in support of the EMERALD program. In this role, you will engage with industry and leverage industry best practices on developing process improvement solutions and assist the organization in collecting and disseminating best practices and lessons learned with the goal of encouraging project replication, collaboration and establishing the supply chain risk management program processes.
This is an onsite position based in Springfield, VA.
Liaison with all NGA KCs and other Stakeholders to ensure alignment to NGA strategic activities. Develop strategic performance measures and metrics. Provide analysis of existing processes and key recommendations for improvement. Develop future state business rhythm and process flows to support SCRM strategic decision making and more efficient daily operations and identify gaps. Benchmark internal NGA personnel, tools, and technologies. Compare NGA benchmark with other organizations, both government and industry, that are similar in scope to understand business process best practices that can be applied and deliver report providing lessons learned, best practices and applicability. Support the development and management of knowledge that facilitates collaboration and information sharing across NGA and their respective global organizations. Leverage commercial reach back capability to connect KC leadership with industry leaders that have experience similar challenges. Assist in the development of supply chain risk management strategies, tactics, and communication methods and processes to effectively inform key audiences about changes, create but-in, gain understanding, and transition the organization, with the goal of steadily increasing stakeholder engagement. Provide support in coaching and mentoring performance management program personnel. Review and analyze existing performance process and measures and recommend on an ongoing basis, potential for improvement. Develop business process documentation review tools, templates, and monitoring processes. Document, monitor, and manage collecting, organizing and maintaining all supply chain risk management program objectives and milestones (POAM) governance data and information. Develop metrics data repository that can be used to analyzed and report NGA SCRM POAM quarterly. Create and maintain SCRM Records Management that supports SCRM PMO planning and scheduling. Ensure accuracy and currency of all SCRM governance data - create automated methods for stakeholders to input and view of SCRM data. Support program offices and technical leads in identification and development of SCRM documentation and briefings in support of the SCRM PMO. Review and assess current supply chain risk management governance processes and automate the process where appropriate; routinely make suggestions for innovative and more efficient methods to improve NGA’s acquisition processes. Develop and maintain on-line checklists, tools, templates or other proposed method for each step in the SCRM process. Collect, document and provide feedback on lessons learned throughout the SCRM process and implement an effective process to report on metrics. Develop, implement, and maintain currency of the CAE and SCRM websites, and other sites, as appropriate. Develop and maintain SCRM standard templates, guides, instructions for the SCRM PMO and assists PMO in the utilization of the template. Bachelor's degree or higher in Social Science, or Business Management Degree, or equivalent work experience. Active TS/SCI clearance with the ability to obtain and maintain a Polygraph. Minimum twelve (12) years of cumulative experience, with at least eight (8) years of specialized experience in the following
This is an onsite position based in Springfield, VA.
- Experience leading small and large group discussions to communicate business concepts.
- Maintaining MS Office products, databases, Access, Excel, SharePoint sites, and Websites.
- Knowledge management metrics tools.
- Microsoft Office products such as SharePoint, Excel Workbooks and Pivot Tables, Access and PowerPoint.
- Current or previous NGA experience
- Knowledge of supply chain risk management.
- Certification in software and/or tools engineering, program management and/or contracting or equivalent. (i.e., DAWIA certifications Program Management (level II or III).
- 3 years of experience developing automated program schedules.
- 3 year of experience executing governance and oversight support for senior management including planning and execution.
- 2 years of experience developing automated tools such as process automation, SharePoint, online checklists and/or dashboards.
- 2 years of demonstrated experience developing and implementing online training, training plans and communications strategies.
- 1 year of experience developing and reporting performance metrics in the PMO data.
- 1 year of experience developing, managing and operating automated integrated planning schedule(s) to allow assessment of programs, cross-program, and interagency schedule data across DoD or IC.
