Youth Shelter Care


Position Summary:

Supervise the staff and operations of the WCS Youth Shetler Care Program at Bahiya House in conjunction with the Program Director and Assistant Program Director. Ensure adherence to all policies and procedures. Serve as a mentor and positive role model for youth.


Essential Functions:


  • Adhere to all agency policies and procedures.
  • Attend all required trainings and meetings.
  • Ensure that all policies of the program are being followed, which requires a high level of familiarity with the policies and procedures manual and expectations of both Milwaukee County and the State of Wisconsin Department of Children and Families.
  • Provide consistent and reflective supervision and leadership of all staff, using active listening and conflict management skills.
  • Maintain consistent and reliable communication with Milwaukee County staff, youth, approved family members, program and agency staff, schools, services provides, and other parties.
  • Maintain strict confidentiality within all written and verbal communications in compliance with program and agency policies and the law.
  • Interact with youth in a positive and therapeutic manner according to policy, procedure, training, and agency values.
  • Serve as positive role model and mentor for youth placed in shelter care.
  • Provide active supervision of youth at all times within assigned staffing ratios and ensure that Youth Care Workers and Lead Youth Care Workers are engaging in active supervision of youth.
  • Redirect staff behavior that is not contributing to a positive work environment.
  • Ensure that all youth and visitors, including providers, are accurately checked in and scanned for safety.
  • Ensure that Shelter staff and environment is trauma-informed and emotionally safe at all times.
  • Verify accuracy of all intake documents, including the strength-based assessments and inventory of personal belongings.
  • Ensure that all Communication and Supervision Logs and Shift Responsibilities Checklist are accurate and are emailed at the conclusion of each assigned shift.
  • Ensure that all required reports relating to incidents are completed according to policy, and approve all incident reports (except children being missing from care) and send them to the HSW in a timely manner.
  • Draft all Serious Incident Reports for review and approval by the Program Driector.
  • Arrange a monthly calendar of activities and facilitate daily activities of youth to include group outings and specific programming in conjunction with the Program Director.
  • Maintain physical location to agency and licensing standards, including completing weekly license checks.
  • Ensure daily census is sent to CYFS.
  • Supervise all program supplies in locked areas.
  • Facilitate and document self-administration of medications by youth in accurate and timely manner following the state license protocol and verify accuracy of medication administration records through a weekly Medication Administration Record (MAR) audit.
  • Review all child files according to licese requirements.
  • Ensure that accurate and complete information is communicated from shift to shift during the verbal shift exchanges on assigned shifts.
  • Discuss personnel-related concerns to the Program Director, and copy the Assistant PD and Vice President, in a timely manner.
  • Approve all group outings.
  • In conjunction with the Program Director, oversee all emergency drills, including maintaining the license documents for fire drills.
  • Perform unannounced drop-ins and alternative shifts to ensure consistency.
  • Must be available to work some weekends.
  • Plan the schedule and help staff arrange coverage.
  • Provide coverage for shifts as needed, within reason.
  • Assist Program Director with the quarterly performance outcome tracking and enter all required data into Synthesis (Milwaukee County database).


Other Duties and Responsibilities: Direct service to youth in the program’s care as needed. Other job-related duties as may be necessary to carry out the responsibilities of the position.



Job Qualifications:

Minimal Qualifications: A minimum of three years of experience with children of a similar age to the youth population in a 24-hour residential setting. One year of supervision experience preferred. High school diploma or GED/HSED is required; associate or bachelor’s degree in a human services field is preferred. Supervisor will meet all the WCS and funder/licensing requirements including references, criminal and caregiver background checks, driver’s license checks with acceptable driving record, and drug screen.

Work Relationship and Scope: Reports directly to the Program Director. Has contact with a wide variety of individuals including clients and family members, other program staff, vendors, and other collateral contacts, neighbors, Milwaukee County Children, Youth & Family Services (CYFS), Children’s Court officials, MPS staff and administrators, staff of youth serving agencies and the general public.

Knowledge, Skills, and Abilities:
Working knowledge of positive child/youth development; patience and understanding of difficult life situations; the ability to interact with escalating youth and/or parents in a calm and professional manner; ability to follow oral and written instructions; ability to respond appropriately in crisis situations; perform basic computer functions; uses time efficiently and effectively; ability to multi-task; sensitivity towards cultural, ethnic and disability issues.


Working Conditions:

  • State-Licensed Shelter Care Facility
  • Most of the work is done throughout the building and in the community.
  • Local travel as required fulfilling essential functions of the position.
  • Ability to provide coverage as needed.
  • Ability to work with youth who have experienced a great deal of trauma and express trauma through behaviors.


Physical Demands:
Duties require possible activity while monitoring or interacting with youth in the program. Staff may be required to use physical intervention in extremely rare situations if there is immediate physical harm posed to clients or staff. Ability to lift 30 pounds. Driving an agency vehicle is required.
