What are the responsibilities and job description for the Performance Standards Manager - Jefferson County Youth Residential Program position at Wisconsin Community Services?
Position Summary : This position assists and supports program leadership to plan, design, monitor, and implement systemic practices and continuous improvement activities that enhance the effectiveness of program operations. The overall purpose is to create accountability with a focus on monitoring compliance and quality assurance and enhance program outcomes through Evidenced Based Practices and evaluation.
- Essential Functions :
- Assist program leadership to ensure quality assurance, continuous improvement, and compliance with contract, regulatory, treatment model, and agency requirements.
- Complete quality assurance functions to ensure the program remains in certification compliance with DHS 50 in all areas including but not limited to; medical peer review committee, staff files, resident files, program scheduling, clinical supervision documentation, emergency building drills, medication administration requirements, program scheduling, and building compliance.
- Daily monitoring of Medication Administration Records.
- Dispense medications to youth as scheduled in accordance with YCSF policies and procedures including accurate documentation.
- Attend internal management meetings such as the YCSF Management Meeting, consultation teams, medical peer review committee.
- Lead Monthly QA / QI Meeting and manage meeting documentation.
- Function as the programs Client’s Rights Specialist, including internal investigations and managing complaints and grievances with the Assistant Program Director.
- Conduct electronic and / or paper file audits on personnel and youth records and interface Human Resources to obtain missing items and program supervisors for internal documentation.
- Conduct facility audits to ensure compliance with DHS 50.
- Monitor inventory for YCSF program supplies and place supply orders.
- Scan receipts onto drive and complete credit cards reports.
- Develop youth programming activities and create daily shift schedules.
- Participate in clinical supervision as needed for service hours, per DHS 34.
- Review policies and procedures and update policy and procedure manual and operating manual annually.
- Facilitate training topics on policies and procedures and documentation, other training as needed.
- Organize and participate in annual training content review and update training materials including policy and procedure changes, accreditation changes, licensure updates and best practices.
- Ensure building compliance by doing building walk-throughs and submitting facilities repair requests.
- Creating and monitoring the training records for initial and ongoing training and computer-based training (LMS Relias) for personnel records.
- Complete Milieu Checklist Staff Audits to monitor fidelity to treatment model and evidence-based practices.
- Conduct communication log and shift narrative audits to ensure that services reflect the objectives of the treatment model and include significant attention to youth engagement, positive reinforcement, and use of evidence-based best practices for youth who are vulnerable and at high-risk.
- Complete new hire paperwork for systems access and preparing for onboarding (completing new employee and exit forms for personnel).
- Write and monitor state corrective action plans if applicable.
- Monitor outcome measurements and evaluation by compiling and presenting information and feedback from both internal (clients and staff) and external (funding sources and other community agencies) customers.
- Facilitate and lead NIATX Projects for continuous quality improvement.
- Working with WCS Administration for agency recordkeeping for civil rights compliance data and youth served stories.
- Develop and complete YCSF specific reports.
- Monitoring personnel needs such as employee evaluations, staff turnover data.
- Write and complete annual program reports, SWOT analysis, strategic plan.
- Monitor implementation of strategic plan and trauma informed care plan.
- Conduct surveys with youth and family to gather feedback about their experiences and program data to measure success.
- Upload certification documentation to Microsoft teams and respond to requests from county staff for information.
- Ensure critical incidents are reported and monitored per WCS agency policy and DHS 50.
- Keep appropriate documentation for all funding sources.
- Uphold and promote a positive and supportive culture for youth and staff.
- Maintain client confidentiality within all written and verbal communications.
- Adhere to state certification requirements.
- Adhere to WCS Policies and Procedures.
- Other duties as assigned.

Knowledge, Skills, and Abilities :
This person must by a “system thinker” with demonstrated ability to utilize coaching styles to assist with quality assurance and compliance practices. Knowledge of the criminal justice system and child welfare systems. Prefer knowledge of Evidence Based Practices in working with children and families. Must possess exemplary verbal and written communication skills, along with strong computer skills that include Microsoft Word, Excel, and database applications. Requires being good at detailed work and utilizing analytical and problem-solving skills. Ability to multitask, organize, and assist others to implement procedures and practices. Must be sensitive to cultural, ethnic, and disability issues.

Working Conditions : Work is performed in a residential care center setting. Must be comfortable being around and / or interacting with children with mental health needs. A flexible work schedule may be required from time to time. This position has an on-call rotation requirement.
