Introduction

The Department of Health Services (DHS) Division of Quality Assurance (DQA), Bureau of Assisted Living (BAL) is recruiting for a Limited Term Employee (LTE) Behavioral Health Quality Assurance Specialist. DQA is responsible for protecting and promoting the health, safety, and welfare of clients of mental health and substance use treatment facilities.

This is a hybrid remote position allowing for remote work but requires some in-office presence. This will be discussed in more detail throughout the hiring process. This position is headquartered at the 1 W. Wilson Street office building in downtown Madison.

Limited Term Employment (LTE) positions with the State of Wisconsin:

  • Are not civil service classified positions, do not give any rights to a permanent civil service classified position, do not include benefits, and do not lead to permanent status.
  • Wisconsin residence is required.
  • No more than 1039 hours may be worked in one year.

Position Summary

In this role within the Behavioral Health Certification Section (BHCS), you will participate in quality assurance, program review, policy analysis activities related to certified behavioral health and substance use programs and facilities statewide. The BHCS section certifies and regulates over 1200 certified programs. As the Behavioral Health Quality Assurance Specialist, you will coordinate the complaint intake process for BHCS, triage complaints for investigation, assign complaint workload as directed as well as review all complaint intakes to ensure proper data entry, accurate triage by other staff, and adherence to complaint policy and procedure. Responsibilities include:

  • Producing analytical, summary, and informational reports regarding BHCS complaints statewide.
  • Maintaining current and historical data regarding complaints, tracking complaint-related survey activities, compiling regional complaint workload analysis and affiliated entity compliance reports, and tracking of all complaint surveys and complaint related statistics.
  • Overseeing and providing customer service coordination for BHCS, and ensuring timely and professional response to customers, advocates, applicants, providers, and complainants.

Salary Information

The pay is between $26.00-$28.75 per hour.

This position is classified as a Quality Assurance Program Specialist and is in pay schedule and range 07/04.

Job Details

All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Employees must have access to both a private workspace and secure high-speed internet to work remotely. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience using computer programs such as Microsoft Office Suite for data entry, document creation, report production, etc.
  • Experience providing customer service in a professional environment (e.g., responding to inquiries, explaining policies and procedures, resolving issues, etc.).
  • Experience writing detailed, professional and grammatically correct reports within established policies and procedures.

Well-qualified applicants will also have one or more of the following:

  • Experience conducting investigations, audits, quality reviews or similar activity (e.g. conducting interviews, examining records, collecting, and analyzing data, etc.).
  • Experience investigating formal or informal grievances or complaints as part of job duties.
  • Experience interpreting and applying federal or State of Wisconsin statutes or administrative codes.
  • Experience, education, or training in mental health and/or substance abuse related field.
