Introduction

The Department of Health Services (DHS), Division of Public Health (DPH) is recruiting for an HIV Drug Assistance Program (HDAP)/Insurance Assistance Program (IAP) Specialist within the Bureau of Communicable Diseases (BCD).

This position offers the option to work remotely up to three days per week. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This position is headquartered in the 1 W. Wilson Street office in downtown Madison. This schedule may vary based on training or operational need.

Position Summary

As the HDAP/IAP Program Specialist, you will be responsible for conducting initial eligibility determinations and annual recertification of eligibility for people with limited income who are living with HIV and are applying for HDAP and/or the Insurance Assistance Program.


HDAP is a statewide program that serves over 1,800. The HDAP:

  • Provides medication assistance to people with limited income who are living with HIV who are uninsured or under-insured
  • Provides consultation to clients and case managers
  • Provides technical assistance to pharmacies and insurers regarding billing issues
  • Reimburses pharmacies for the cost of medications used in the treatment of HIV


IAP is a statewide program that provides health insurance premium assistance to approximately half of the HDAP clients to help them maintain access to their health insurance coverage. IAP pays premiums for the following types of health insurance policies for eligible program participants:

  • Continuation of an employer-based group health plan (COBRA continuation)
  • Certain health plans purchased though the federally facilitated Health Insurance Marketplace
  • Existing individual policies that provide prescription drug coverage
  • Medicare Part C Advantage Plans with drug coverage
  • Medicare Part D Prescription Drug Plans


You will provide fiscal support for HDAP and IAP including preparation of weekly premium payment vouchers and HDAP pharmacy vouchers. Additional duties include:

  • assisting with tracking HDAP and IAP expenditures
  • requesting pharmacy and insurance premium refunds
  • customer service, consultation and technical assistance to program clients who call the HDAP statewide toll-free information line or email the program directly
  • providing consultation and technical assistance to HIV care services workforce members, health care providers, pharmacies, and insurance companies regarding HDAP/IAP eligibility and services
  • resolving problems with pharmacy and insurance billings and payments.
These programs have a substantial impact on the lives of people living with HIV because they provide access to life-saving medications and maintain access to health care that will improve their health and quality of life while reducing further transmission of HIV.

Salary Information

The starting pay is between $27.00 to $29.00 per hour (approximately $56,100 to $60,300 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as Human Services Program Coordinator and is in pay schedule and range 07/04.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience making eligibility determinations for health or human service programs or services.
  • Experience completing mathematical calculations and analysis.
  • Experience creating documents and reports using Microsoft Office Suite and providing technical assistance to users of healthcare databases (e.g., ForwardHealth portal, HDAP online portal, etc.)
  • Experience coordinating access and enrollment of clients in health insurance coverage (i.e. private insurance, Medicare, Medicaid, or the Affordable Care Act Marketplace.)

Well-qualified applicants will also have one or more of the following:

  • Experience communicating complex policies regarding program services.
  • Experience maintaining confidentiality with client medical records.
  • Experience with program management or coordination (e.g. engaging with program participants, leading and facilitating workgroup meetings, providing technical assistance, monitoring timelines and deliverables, etc.).
