Introduction
The Department of Health Services (DHS), Division of Public Health (DPH) is recruiting for an Human Immunodeficiency Virus (HIV) Surveillance Specialist in the Bloodborne and Sexually Transmitted Infections (BSTI) Section within the Bureau of Communicable Diseases (BCD).
DPH works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.
This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices. You must have access to both a private workspace and high-speed internet if working remotely. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This position will work Monday through Friday, daytime hours.

Position Summary
As the HIV Surveillance Specialist, you will be responsible for collecting, processing, monitoring, and evaluating the quality of HIV case and laboratory data. You will provide technical assistance, quality assurance, data management, analyses and disease surveillance activities in HIV and related conditions (e.g., co-diagnoses among HIV, STIs, HCV, and TB). You will work closely with the HIV Surveillance Unit staff to maintain the ongoing operations of HIV surveillance activities and will collaborate with the other staff in the BSTI Section. This position will be cross trained to provide surge capacity for clusters and outbreak investigations of HIV or other communicable disease as they arise.
In this position, you will be responsible for but not limited to:
- Reviewing case and lab reports submitted by health care providers and testing facilities for accuracy and completeness and contacting health care providers to obtain missing data or to clarify reported data.
- Utilizing the Centers for Disease Control and Prevention (CDC) enhanced HIV/AIDS Reporting System (eHARS) and the Wisconsin Electronic Disease Surveillance System (WEDSS) to collect, document, and manage HIV surveillance data.
- Performing data quality assurance using SAS and other software to ensure that HIV surveillance data are accurate and of high quality.
- Providing guidance and technical assistance to laboratories, local and Tribal health departments, medical providers, and other reporting facilities on HIV case and laboratory-based reporting regulations and requirements.
- Serving as a supporting analyst on epidemiological investigations related to HIV.
Salary Information
The starting pay is between $32.00 to $37.18 per hour (approximately between $66,500 and $77,300 per year), plus excellent benefits. A 12-month probationary period will be required.
Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Research Analyst Senior and is in pay schedule and range 08/03.
Job Details
All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Qualifications
Minimally qualified applicants will have all of the following:
- Experience in any of the following fields: public health, epidemiology, biostatistics, informatics, infectious diseases, biology, nursing, or community health and promotion.
- Experience using data analytical and visualization software (e.g., Excel, PowerPoint, SAS, etc.) to collect, clean, analyze, and present data.
- Experience providing technical assistance, training, or educational materials to individuals and organizations (e.g., community-based organizations, local and Tribal health departments, health care providers, infection control preventionists, case managers, laboratory staff, etc.).
- Experience working with public health or health care data (e.g., performing data quality assurance, maintaining data systems, identifying trends, following up on cases, etc.).
Well-qualified applicants will also have one or more of the following:
- Experience developing or maintaining protocols/guidance for public health or health care data collection and quality improvement activities.
- Experience using a disease registry or communicable disease surveillance system (e.g., eHARS and WEDSS) to collect and manage data.
- Experience applying CDC/Council of State and Territorial Epidemiologist case definitions, testing algorithms, laboratory testing terminology, or result interpretation for communicable diseases such as HIV, STIs, and HCV.
