Introduction
The Department of Health Services (DHS) , Division of Medicaid Services (DMS), Administrator’s Office is recruiting a Program Director to lead the Transforming Maternal Health (TMaH) initiative. Through this new model, DHS will improve maternal health outcomes, strengthen the maternal health workforce, and improve access to care, particularly for Black and Indigenous people.

This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position can be headquartered at one of our central or regional offices .
Position Summary
As the Program Director, you will be responsible for:
- Leading the 10-year Transforming Maternal Health (TMaH) federal project.
- Leading complex policy development, payment models, and major initiatives that strengthen maternal health and the Medicaid program for the people of Wisconsin.
- Serving as the primary contact to Centers for Medicare and Medicaid Services (CMS) for the TMaH project.
- Applying systems solutions to program operations.
- Leading DHS to improve efficiency, streamline data and reporting, and improve program outputs.
- Developing solutions and leading the project to success through collaboration with leaders, staff, and partners across the department and with other state agencies, the federal government, and external partners.
Salary Information
The starting salary is between $40.00 and $44.33 per hour (approximately between $83,200 and $92,200 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as Program and Policy Analyst – Advanced Management and is in pay schedule and range 81/03.
Job Details
All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
For positions that do allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
Qualifications
Minimally qualified applicants will have all of the following:
- Experience leading multiple large projects or programs. For example, exceeding a 5-year timeline, exceeding a $10 million budget, addressing population-specific health related social needs or health outcomes, etc.
- Experience facilitating executive leader workgroups and project teams to achieve program goals. For example, collaborating with partners from different industries and communities, implementing a new model or service that addresses the needs of a niche market or population, overcoming challenges or risks that would otherwise lead to failure, or improving population health.
- Experience using analytical skills to support decision making and achieve program goals.
- Experience communicating with a variety of internal and external audiences in a variety of methods to achieve program goals, including communication for education, alignment, action, or decision making.
Well-qualified applicants will also have one or more of the following:
- Experience coaching, teaching, or mentoring colleagues to achieve organizational goals.
- Experience collaborating with external partners to design and implement strategies and tactics that improve access to care and health outcomes for maternal health.
- Experience managing budgets and grant monitoring activities.
