Role: Contracting Support Specialist

Location: Andrews Air Force Base, MD, 20762 (Onsite)


Minimum Requirements:


Education: Bachelor’s Degree


Experience: Four (4) years of service acquisition experience in DOD, Industry of Civilian Agencies


Certifications: Legacy Defense Acquisition Workforce Improvement (DAWAI) Level II in Contracting; or, Legacy Federal Acquisition Certification in Contracting (FAC-C) Level II; or, Certified Federal Contract Manager


Skills:

• Professional knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex contracts for unique services and commodities.

•Knowledge of the business environment (e.g. economic trends, awareness of commercial business practices, standards, mergers, and acquisitions, etc.) to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.

• Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.

•Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.

•Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations; make sound, well-informed, and objective decisions applying precedents found in Government contracting case law to specific contracting situations to ensure that legally binding CO decisions are consistent, justifiable, and will be upheld at appellate courts or boards; perceive the impact and implications of decisions.

•Strong knowledge of [relevant software/tools, such as MS Office, ERP systems, project management tools, etc.].

•Excellent communication, organizational, and time management skills.

•Ability to work in a fast-paced environment and manage multiple priorities.

• Must be able to obtain and maintain a security clearance.


Ability to pass a background check and drug test as required by the federal government


Duties/Responsibilities:

•Cradle-to-Grave Contracting Support. The Contractor shall utilize the most effective medium for communicating with supported official(s) and stakeholders (i.e. email is not always effective and phone/in-person should be considered). The Contractor shall document exhaustive communication attempts leading up to Government delay, especially for requirement package receipt. The Contractor shall:

Collect, draft, review, maintain, and retain contract file documentation.

•Collect requirement package(s) documentation for contract file from stakeholders (e.g. Mission Partner, AFDW/PKP, SAF/MG, Finance). Requirement package documentation includes Requirement Approval Document (RAD), Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), Independent Government Cost Estimate (IGCE), manpower review and validation documents, Market Research Report (MRR), DD Form 254, and funding. Participate in Multi-Functional Teams (MFT) and liaise with stakeholders and supported official(s).

•Support acquisition/contract documentation for supported official(s), to include, but not limited to, drafting, reviewing, and updating. Documents include requirement package documentation, Acquisition Strategy Panel (ASP) briefing slides, Acquisition Plan (AP), Business/Contract Clearance form(s), Request for Proposal (RFP), and contract “award”.

•Review all documentation as required by supported official.

•Maintain contract file documentation in accordance with (IAW) law, regulation, and local policy. Current contract file repository is Contract File Share (KTFS), a web-based system.

•Retain contract file or specific documents. 

•Perform all pre-award and post-award functions with direction from supported official for cradle-to-grave contracting. Enable supported official in meeting critical dates (e.g. milestones, contract actions). Utilizing the supported officials agreed upon tracker or milestone chart, draft contract file documents pertinent to the upcoming milestone or contract action, allowing for standard review time by supported official(s). Milestones include, but are not limited to, Package Receipt, Early Strategy and Issues Session (ESIS), ASP, Solicitation, and Evaluation. Contract actions include, but are not limited to, contract award and contract modification (e.g. exercise of options). For the purposes of this PWS, “milestones” and “contract actions” are synonymous terms.

•Pre-award functions include, but are not limited to, researching markets (e.g. market research), coordinating with stakeholders (e.g. Small Business Government Representative), publicizing contract actions, soliciting requirements, and drafting evaluation of offeror’s proposal(s), and drafting awards.

•Post-award functions include, but are not limited to, contract administration, contract actions (e.g. modification) and contract closeout.

•Advise Supported Official(s). The Contractor shall:

•Maintain up-to-date status of contract actions in tracker(s). Current tracker(s) include the Strategic Management Tool (SMT), Microsoft (MS) Access, PowerPoint, and Excel.

•Brief status of contract actions to supported official(s). Briefings include Production Meetings, ESIS, ASP, and team meetings.

•Provide advice to supported official(s) on matters (i.e. acquisition strategy) pertinent to the acquisition.

• Brief contracting topics and provide training material as required.

• Anticipate problems and develop sound solutions and action plans to ensure program/mission accomplishment.

• Identify and optimize resources to accomplish multiple projects'/programs' goals.

• Effectively accomplish multiple projects’/programs’ goals within established guidelines.

• Establish customer alliances, anticipate and fulfill customer needs, and translate customer needs to programs/projects.

• Develop, integrate, and implement solutions to diverse, highly complex problems across multiple areas and disciplines.

• Develop plans and techniques to fit new situations to improve overall program and policies. Establish precedents in application of problem-solving techniques to enhance existing process.

• Participate in MFTs and serve as a liaison with stakeholders to avoid duplicative efforts. All actions shall be in accordance with (IAW) law, regulation (e.g. FAR, DFARS, DAFFARS), applicable instruction (e.g. DoD Instruction (DoDI) 5000.74, Department of the Air Force Instruction (DAFI) 63-138), and local policy (e.g. AFDW/PK Best Practices Memorandum).

• Arrives on time, adheres to assigned schedule, and communicate any absences, tardiness, or early departures in advance as applicable.

• Cultivates and maintain strong, long-lasting relationships with clients, team members, and business partners.

• Participates in meetings, networking events, and client reviews to strengthen professional connections.

• Completes all required corporate training, including but not limited to ethics, compliance, security, and safety training.

• Stays current on federal contracting regulations, company policies, and industry best practices.

• Ensures compliance with all client and company procedures and federal laws applicable to the role.

• Responds promptly to company-wide communications and requests.

• Attends corporate meetings, briefings, and participates in team initiatives as requested.

• Maintains accurate records, documentation, and reporting as required by corporate policies and federal regulations.

• Provides timely updates to management regarding project status, budget, and issues that may affect the company's success.

• Supports and contributes to corporate initiatives, including quality improvement, efficiency efforts, and other cross-functional projects as requested.

• Assists with identifying new business opportunities, markets, clients, and partnership opportunities.

• Supports proposal efforts and contribute to business development activities, including RFP responses and outreach as requested.

• Completes other duties and/or tasks as assigned on an as-needed basis
