- Master's degree in Library/Information Science, Information Management, law degree or other relevant field from an accredited university.
- Preferred Attorney.
- Ability to obtain and maintain a government security clearance.
- Certified Project Management Professional (PMP).
- Nine (9) years or more relevant experience in the areas of training, management of records in a government or similar setting, hands-on experience in the operation of records centres and/or libraries, and experience in the administration of similar government contracts.
- Federal Experience.
- Project Manager and shall have full authority to act on all contact matters relating to daily operations of this contract. Accordingly, at a minimum, the points of contact shall have the technical knowledge of FOIA and be in the position to receive assignment, guidance, and direction from the COR, PM and CO.
- Directs completion of tasks within estimated time frames and budget constraints.
- Provides guidance to project staff to ensure the quality of deliverable.
- Schedules and assigns duties to subordinates and subcontractors, and ensures assignments are completed as directed.
- Enforces work standards and reviews/resolves work discrepancies to ensure compliance with contract requirements.
- Interfaces with internal and Governmental management personnel.
- Reports to internal and Governmental management.
- Act as single point of contact fully responsible for all services and acts as primary interface between the Contractor, the Contracting Officer (CO), Contracting Officer's Representative (COR).
- Ensure frequent coordination at the contract and TO(Technical officer) level between Government and Contractor personnel, to include but not be limited to management meetings and reviews.
- Ensure requirements are clearly communicated, mutually understood, and satisfied.
- Provide personnel and other resources necessary to accomplish the requirements of the contract to include TOs and maintain flexibility and responsiveness to changing work volume and priorities.
- Ensure that all subcontractors and teaming partners, if applicable, are fully integrated into the Contractor's management structure.

- Experience and capacity to operate Federal web-based systems Knowledge of, and experience with, the FOIA Exemptions and processes.

- Managing relationship with clients and meeting Govt POCs and PMs on weekly/monthly/quarterly basis to make sure the customer satisfaction.
- Final review and approval on all contract deliverables to either the contracting officer, the contracting officer representative or integrated operational program manager.

- Experience in starting new contracts which includes, preparing transition in-out plans, and performing transition of new contracts and managing the contracts to meet the client deliverables.
- Direct reports include Project managers, Leads, Contract staff, HR team, Recruiters and financial administrators, research analyst, subject matter experts, technical writers, testers, system/database administrators and configuration manager.
- Write, coordinate, and manage responses to federal government solicitations, coordinating the efforts of internal and partner company resources in line with an established process.
- Create, write, and revise proposals and materials as required.
- This includes but is not limited to: Requests for Proposals (RFPs)/Requests for Information (RFIs), Task Orders, and PowerPoint presentations. Prepare each section of the proposals (resumes, past performance, compliance matrix, outline and management approach).
- Manage all aspects of proposal preparation, revision and submission, and coordinate inputs from technical team, management, and finance departments.
- Understand and interpret the technical aspects of an RFP, as well as prepare, review and/or edit RFP/RFI responses.
- Support planning and analysis of RFPs, writing and collecting customer questions, outlining proposals, conducting compliance checks, participating in proposal reviews, supporting proposal production, and participating in Lessons Learned reviews.
- Perform edits, tone, compile and ensure a good flow across all proposal volumes.
- Maintain company past performance/capabilities database and related write-ups.
- Develop creative presentations of past accomplishments (accolades, awards, CPARS ratings, etc.).
- Maintain and communicate regular detailed reports such as Weekly Activity Reports and Pipeline Reports.
- Ensure compliance to proposal instructions, evaluation criteria, and performance work statement.
- Support general technical writing duties (e.g., meeting minutes, action items, agendas, reports, meeting materials, standard operating procedures, policies, guidance documents, and other technical deliverables).
- Manages and provides leadership to the FOIA team.
- Participates actively in hiring, training, and developing talent within the FOIA team.
- Understand and apply the concepts and methodology of the Department of Energy (DOE) FOIA/PA regulations and guidelines.
- Articulate FOIA regulations and concepts to agency employees and contractors to ensure accurate search and review of documents.
- Conduct in-processing of requests, negotiate with requesters, collaborate with the Office of the General Counsel (GC) and subject matter experts (SMEs), process documents and close requests under short deadlines.
- Apply FOIA exemptions to agency records, research and provide interpretation on all FOIA procedural requirements including fees and fee waivers and expedited processing.
- Process highly complex or voluminous requests within an allotted period of time
- Handle extremely sensitive, controversial, and potentially inflammatory information in a professional, discreet, and ethical manner.
- Provide independent analysis of DOE's current FOIA process and offer strategic measures for improvement.
- Track and monitor current FOIA requests and allocate work accordingly.
- Utilize statistical and public information to determine trends and advise MA-46's senior leadership of potential processing impediments.
