Proposal Specialist (On-call)

Position Summary
We are a growing consulting firm in need of a reliable and talented On-call Proposal Specialist. The position will support the Witt O’Brien’s Proposals team in developing compliant, compelling, and client-oriented proposals for commercial and public sector clients. The ideal candidate will be experienced in creating winning proposals and have a strong desire to continually learn and to win. We are looking for a self-motivated, responsible, and confident individual with a commitment to integrity and the ability to prioritize multiple projects, meet deadlines, and work collaboratively with minimal supervision.

Reports to: Manager, Proposals
Location: Remote
Position Type: Part-time, On-call
FLSA Classification: Non-Exempt
Pay: Hourly
Compensation: Commensurate with experience
Travel Requirements: 0-5%
Essential Functions and Skills
Fully manage proposal process from start to finish.
Serve as the administrative head for all assigned proposals and engage with Business Leaders and other functional areas (HR, Contracts, marketing and research, writers, IT, etc.) to manage all aspects of the proposal.
Ensure proposal artifacts, meeting minutes, action items, and other documentation is properly maintained according to company best practices.
Shred solicitation documents, create compliance matrices, production matrices, and outlines to help create compliant, compelling proposals.
Facilitate meetings, including kick-offs, solutioning sessions, standup calls, and color team reviews with clearly communicated agendas, goals, and action items.
Assist technical writers in crafting proposal content, providing writing, editing, and graphics conceptualization to ensure win themes are clearly communicated
Maximize process and tools to ensure team is progressing and meeting deadlines.
Responsible for ensuring 100% compliance with solicitation requirements.
Properly archive new and updated proposal materials in the Proposal Library.
Perform quality checks on proposals assigned to other colleagues as needed.
Support team growth by recommending proposal process enhancements to continually improve the effectiveness of company proposals.

Minimum Job Requirements
Bachelor's degree in Marketing, Communications, English, Journalism, or related field; or equivalent experience.
Minimum of 5 years of experience in proposal management, writing, and editing.
Demonstrated track record of successful (on-time, winning) proposal delivery.
Excellent conceptual, problem solving, and analytical skills.
Demonstrated ability to handle stressful proposal situations.
Ability to demonstrate excellent written and verbal communication skills.
Commitment to adhering to proposal best practices and continuous improvement.
Strong experience with Microsoft Office, including Word, Excel, PowerPoint, Outlook, SharePoint, and Teams.
Experience with Adobe Acrobat Professional.
Highly organized, detail oriented, and experienced in organizing, managing, and sharing information.
Able to multi-task, manage priorities, and meet deadlines.
Able to work independently or as a member of a team.
Comfortable working across the corporate spectrum.
Exhibits initiative, positive attitude, and motivation.
Preferred Job Requirements
Large government proposal delivery experience, especially for state and local clients.
Ability to conceptualize and envision proposal graphics.
Knowledge of Shipley and/or APMP proposal best practices.
Certification(s) from APMP or other recognized institutions.
Experience with a CRM system.
Work Schedule
As an on-call resource, this position requires the flexibility and a willingness to quickly adapt to changing proposal schedules and customer deadlines. Candidates should also be available to support other proposal specialists to meet tight deadlines and resolve bottlenecks.
