I. Job Summary

This role leads the development and continuous improvement of environmental programs developed by the Engineering Science and Wastewater Treatment (ES&WWT) Program. The responsibilities include building and enhancing the Wastewater Treatment program framework and elements to address process improvement needs, changes in environmental regulations and promotion of a continued strong environmental culture within the organization. Reports to the Sr. Director of ES&WWT program.

REQUIRED: Candidate must reside or relocate to the Southeast region

II. Essential Duties and Responsibilities include the following:

• Monitor for changes in federal environmental regulatory requirements. Initiate and participate in developing the Company’s response to new or changing regulations on a national basis. Develop technical guidance on new regulatory requirements to ensure consistent interpretation and action by WM operations.
• Assist in development of environmental policies, directives, standards and guidance that serve to effectively communicate and ensure implementation of the WM Environmental Management System (EMS) elements and communicate Company expectations for management of environmental aspects not always served by regulation.
• Continually improve and manage Information Services for compliance assurance, self-assessment, corrective/preventive measure tracking, and environmental metrics.
• Develop and/or enhance existing environmental training programs including the Environmental Professional Learning Series (EPLS) and Environmental Compliance Awareness Program (ECAP). Develop additional training curriculum as needs/priorities are identified. Conduct environmental training of employees at various levels as needed.
• Provide technical and regulatory assistance to field operations as needed on significant environmental risk impacts and agency and company-identified issues through resolution, which includes both correction and prevention from recurrence.
• Develop and execute routine communications with Corporate and Area management regarding both significant development projects as well as to ensure compliance and consistency with company-wide environmental protection programs.
• Coordinates and managements activities of internal and external staff involved in directing research, procedures, best management practices, equipment, and techniques to provide environmental solutions to the corpora­tion’s management, treatment, and disposal of landfill liquids. More specifically:
• Assist with establishing policy, procedures, training and guidance on engineering and environmental compliance (in compliance with the environmental protection department) for the corporation and is responsible for implementing programs to the field in connection landfill liquids handling, treatment and disposal. More specifically:
• Treatment of contaminant laden semi-liquid, liquid, and gaseous waste from our facilities using biological, chemical and separation technologies such as centrifuges, presses, filters, and flotation devices related to leachate and landfill gas.
• Balances the financial goals of the enterprise with the external regulations and applied environmental solutions.
• Implements internal policies, procedures and practices dealing with environmental management based on the best available scientific evidence and judgment.
• Manages research activities as outlined by Director of ES&WWT on the organization's environmental problems to establish a basis for program changes and improvement in liquids management and treatment.
• Keeps abreast of pending regulatory development through reference sources. Obtains insights on legislative agendas at both the Federal and State levels (focus is on the state level).
• Confers with local and state regulatory agencies to address and help resolve national/local environmental quality standards, industrial practices, and new developments in wastewater treatment.
• Works under the direction of the Director of ES&WWT to provide technical support in permitting, design and construction of leachate treatment facilities, as well as due diligence during acquisition for waste management assets.
• Uses process engineering tools such as flow and mass balances to trouble shoot and develop action plans to improve performance of leachate treatment facilities to ensure compliance with discharge permits.
• Supports development initiatives leachate and groundwater treatment technology to improve operational efficiency and enhance environmentally sound solutions.
• Serves as technical resource and interacts daily with program management to Corporate and Field Personnel in the following disciplines: Engineering Science, Wastewater Treatment Technology using Biological and Chemical Treatment and New Environmental Technologies, Bioremediation, and Environmental Compliance
  
  
  
  

III. Supervisory Responsibilities

A high level of supervisory skills required in this job is the management of managerial employees. This includes:

• Direct supervision of outside consultants and research scientists that are engaged in addressing new technologies, solutions to existing environmental challenges or new services offerings.
  
  
  
  

IV. Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

Education and Experience

Education: Bachelor’s of Science Degree (accredited) including Engineering, Environmental Management, Biology, Chemistry or similar area of study, or in lieu of degree, High School Diploma or GED (accredited) and 4 years of relevant work experience.

Experience: 7 years of industrial wastewater treatment design and operations and 3 years of management responsibility (in addition to education requirement).

MS Office familiarity and a working knowledge of the company’s operations and business hierarchy is required.

Preferred Skills

Specific experience in the area of environmental engineering and environmental solutions specializing in the handling, treatment, and disposal of landfill liquids the resulting from operation of all our facilities.

• Wastewater treatment mechanical process design management, construction management and oversight,
• Wastewater treatment process modeling of biological and physical/chemical unit operations and/or systems using flow and mass balance calculations.
• Capable of utilizing Microsoft Office Outlook, Excel, PowerPoint, Word, SharePoint,
• An enthusiastic, dedicated, self-disciplined and self-reliant person capable of being decisive with the best available scientific evidence and judgment.
• An ability to clearly articulate (both verbally and written) in a professional manner to fellow employees as well as multi-disciplinary group of internal and external technical experts.

The expected salary range for this position is $131,120 – 165,000. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location.

In addition, this position is eligible for incentive bonus.
