Job Location : Leer South Mining Complex (Philippi, WV)
OVERALL JOB PURPOSE :
Provides professional engineering, technical expertise and guidance to management concerning mine planning and surface construction projects, including but not limited to refuse impoundment, pond construction, shaft site construction and pipeline installations. Supervises aspects of mine planning, permitting and environmental compliance for the facility.
RESPONSIBILITIES INCLUDE :
- Manage expansion, construction, monitoring, and maintenance of refuse impoundment.
- Oversee adherence to permitting conditions and promote compliance with regulatory requirements.
- Provide oversight of engineering consultants in preparation of design plans and permits necessary to expand & / or modify impoundment construction, air shaft sites, substation and powerline relocation projects.
- Coordinate all permitting activities with State and Federal agencies.
- Support safety action plans and processes to meet company objectives.
- Provide daily construction QA / QC oversight to operations personnel and contractors with surface construction projects including, but not limited to : impoundment construction, shaft site construction, reclamation activities, culvert installation, pipeline installations, etc.
- Manage coarse refuse personnel.
- Write Scope of Work, specifications, and guidelines for surface construction projects that are assigned.
- Coordinate with consultants, regulatory agencies on facility inspections, permitting, and construction activities.
- Prepare capital budgets for future impoundment expansion and other auxiliary surface sites.
- Oversee weekly and periodic inspections of impoundment and Leer South Mining Complex facilities.
- Coordinate third party consultants for QA / QC measures.
- Monitor environmental controls for the Leer South Mining Complex.
- Manage special engineering projects for the Leer South Mining Complex as assigned.
- Inspect, prepare reports, and certify surface construction projects, including impoundment expansion, shaft sites, substations, road construction, annual drainage reporting, AST annual reporting and permitting on assigned frequency to regulatory agencies.
