PUBLIC WORKS SUPERVISOR
The Public Works Supervisor is responsible for the planning, scheduling and supervision of the Public Works Department. The individual is responsible for the maintenance of all Borough roads, traffic signs/markings, MS4 storm water grates/inlets/pipes, bridges, machinery, equipment, vehicles, grounds, buildings and facilities. The individual shall also assist by performing equipment operator duties whenever necessary
Description of Work:
· Be directly responsible for the Borough’s Department of Public Works by scheduling, planning, assigning and supervising the work and operations of the department.
· Direct overtime and emergency coverage for all employees. Maintain daily attendance records for employees. Review, approve and submit weekly records for payroll.
· Prepares and participates in the emergency rotation for the Public Works Department and responds to evening, weekend emergency and snow/ice events.
· Train and instruct all employees in the and efficient use of equipment and tools.
· Initiate the disciplinary process when necessary, in accordance with the handbook and make recommendations to Borough Manager and Council President in regards to warranted suspensions and/or terminations.
· Provide annual evaluations of Public Works employees as well as goals and training plans for development.
· Maintains a positive and cooperative attitude with co-workers, council people and the general public at all times.
· Participate in the budget process by submitting departmental requests annually.
· Purchase tools and equipment necessary for the Public Works department to function within the department’s budget and submit approved receipts for all purchases.
· Review and approve all invoices and purchasing agreements for Public Works.
· Attends all Borough Council meetings and provides a monthly report of the Public Works Department activities.
· Direct, perform and ensure that all vehicles, machinery, equipment, tools, facilities, buildings and grounds are kept clean, functional, properly maintained, and receive scheduled inspections and preventative maintenance.
· Maintain complete and accurate records and logs of inspections and maintenance activities.
· Function as Borough Roadmaster, responsible for maintenance of Borough roads, traffic signs/markings, storm water grates/inlets/pipes, bridges and recommending projects and specifications for contracted road and bridge repairs.
· Lead and oversee compliance with MS4 requirements, ensuring adherence to regulations and implementation of effective stormwater management practices.
· Directs and participates in the maintenance & operation of the community swimming pool including chemical applications, adherence to state regulations and annual inspections.
· Directs and participates in snowplowing, salting and anti-skid operations as weather dictates.
· Directly work on a variety of operations and tasks whenever necessary and as required on specific projects with other members of the Public Works Department.
· Perform relevant inspections on projects to ensure compliance with accepted standards and regulations.
· Attends educational courses on relevant topics such as signage, road conditions etc., Remains current on transportation/signalization regulations.
· Provide recommendations to Borough Manager for allocation of equipment and materials to accomplish program goals and ensure constituent satisfaction.
· Follow up on work assignments in progress and upon completion provide verbal reports to the Borough Manager.
· Provide general assistance to the Borough Manager and Borough Council for operations.
· Perform related duties as assigned.
Essential Qualifications & Functions:

· Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 50 pounds. Withstand periods of heavy exertion.
· Travel to work sites in the Borough to be directly involved in maintenance operations.
· Use required personal protective equipment and be responsible for its care, storage, and maintenance.
· High School Diploma or equivalent
· Experience with MS4 Requirements
Required Experience, Training & Eligibility Qualifications:
· Must have valid class c driving license and good driving record.
· Must have or be able to obtain valid Class B CDL within 1 year and comply with required DOT CDL random drug testing.
· Must have or be able to obtain Pesticide Applicator license for categories 7,10,23 & 24 within 1 year.
· Must be able to operate and maintain all Borough vehicles, equipment and tools safely and effectively.
· Must be available nights/weekends to respond to emergencies and/or ice & snow events.
· Must be able to understand drawings/plans/blueprints.
· Knowledge of the regulations and laws pertaining to municipal road maintenance/repair.
· Must have construction, mechanical & electrical maintenance experience.
Classification: Full-time, Hourly.
Hours: Monday to Friday, 7:00 AM - 3:00 PM

Supervision: This position is under the general guidance and direction of the Borough Manager and Council and has supervisory responsibilities over 2 full time and several part time reports.
