CURRENT OPPORTUNITY TO JOIN OUR TEAM:

The Wood County Human Services Department has an immediate opening in Wisconsin Rapids for a full-time Comprehensive Community Services Manager. This position is responsible to oversee the mental health community-based programs and staff, including the Comprehensive Community Services (CCS), Targeted Case Management (TCM) and Coordinated Services Team (CST). Responsible for program compliance with all State and Federal regulations and ensures meeting requirements for continued State certification for CCS. Evaluates the programs annually making changes as identified through Quality Improvement (QI) and client satisfaction survey results. The work is performed in conjunction with the CCS Program Manager – Clinical and under the direction of the BH/LTS Division Administrator.

Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
1. Administers the mental health community-based programs, including CCS, CST and TCM Programs. Ensures that program meets requirements for on-going State certification for CCS and meets Medical Assistance billing requirements for CCS and Targeted Case Management.
2. Administers the Community Recovery Services program. Ensures compliance with all state and Medical Assistance guidelines, ensures contract provider documentation meets state and Medical Assistance requirements, provides training on documentation to contract providers, and works with Fiscal staff and Economic Support staff to ensure clients maintain Community Recovery Services (CRS) eligibility.
3. Supervises program personnel and evaluates work performance. Recommends program personnel requirements, staff hiring and promotions. Evaluates staff performance; addresses personnel performance issues through annual performance reviews and disciplinary measures, if warranted. Assures appropriate collaboration/clinical supervision of all staff involved with all programs.
4. Receives, reviews, and assures appropriate disposition of client service referrals. Determines client eligibility for services. Assigns case responsibilities, and monitors client services. Facilitates the CCS Coordination Committee. Seeks input from staff and Committee for on-going CCS QI plans. Modifies plan and services based upon QI findings and communicates revision to the State.
5. Administers the CCS program within a regional shared services model with Portage County. Coordinates with Portage County staff to provide shared services and ensure compliance with the Memorandum of Understanding (MOU).
6. Instructs CCS staff on CCS recovery principles, procedures and practices, monitoring staff compliance; instructs staff on person-centered-planning and motivational interviewing and how to incorporate these in interactions and planning with consumers. Monitors staff compliance with documentation standards in keeping with Federal and State certification and department standards. Assists in developing services based on the CCS service array that is directly provided by CCS staff; supervisor may be a participant in providing some of these services.
7. Identifies and coordinates purchased services for CCS/CSP clients, collaborating with contract managers, including vocational/educational, social/recreational, residential, and transportation needed for client services. Monitors provision of services and required documentation for compliance with agreements and QI plan. Responsible for contracted agencies receiving staff training and supervision in compliance with any State certification requirements.
a. Responsible for the day-to-day general functions related to site management (i.e. staff coverage, approval of time off requests, time card and mileage approval, office supply purchase, etc.). Monitors monthly expenditures and works with the BH/LTS Division Administrator in developing annual budgets, both from an expenditure and revenue perspective.
8. Supports the Mission, Vision, and Values Statements of the Department.
9. Provides consultation, supervision, direction for staff within the division in the absence of their immediate supervisor.
10. Responsible to know and practice the Safety policies of the County. Perform all job tasks in a safe and prescribed manner.
11. Must be familiar with and exemplify the Wood County Core Values and serve with courtesy and respect in accordance with the Wood County Code of Conduct.

Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
1. Acts as liaison to other departments within Human Services and the County, and community agencies. Attends and participates in various meetings as needed.
2. Prepares and gives presentations to community groups/organizations to educate and promote integration of adults with mental health and substance abuse issues into the community.
3. Supports BH/LTS Mission and Vision, and as part of the BH/LTS management team, identifies and works toward stated goals.
4. Assumes administrative responsibilities as assigned by the Division Administrator, during absences.
5. Any other duties as may be assigned.

EXPERIENCE, TRAINING, QUALIFICATIONS
Master’s degree from an accredited college or university in a Human Services field, or bachelor’s degree in a Human Services field plus at least 5 years of experience working in a CCS program. Experience in management, including supervision of staff, budget preparation, and program compliance preferred. Knowledge and skills related to psychosocial rehabilitation services and a commitment to implement recovery principles required.

Pay: $81,036.80 - $91,665.60 per year
