SUMMARY

The Budget and Economic Development Analyst, performs a variety of analytical and professional administrative tasks involved with the management support of a wide range of municipal programs, operations, services, and policies; coordinates activities as assigned with other departments and outside agencies; serve as a liaison for the Mainstreet Program and the business community. This position provides management of assigned projects and administers the administrative function for assigned duties.


ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Mainstreet Program Liaison, including reporting, and cooperation with State Program Leadership

2. Monitors department spending to ensure it is within the adopted budget.

3. Assists with research studies, feasibility studies, benchmarking, and cost/benefit analysis including making projections from statistical data and preparing comprehensive and detailed recommendations and reports.

4. Analyzing and auditing special areas of the budget, including monitoring revenue collections from specific businesses or revenue types

5. Responds to financial and budget inquiries, providing financial information and accounting support to departments for special projects.

6. Develops relationships and advises department directors and managers on financial information, forecasting, and economic analysis to achieve strategic goals.

7. Prepare grant reports and maintain grant files.

8. Prepares presentation materials including PowerPoint, illustrations, maps and charts

9. Supports relationships and partnership development of new and existing business and economic development groups

10. Networks with state, regional and national economic development entities; establishes and maintains cooperative working relationships with other economic development organizations at all levels

11. Responsible for the coordination of City related economic development special events

12. Works closely with the Finance Department regarding the processing of invoices, purchase orders, billing and other finance related activities

13. Serve as liaison to business community groups – i.e., DDA, Mainstreet Program

14. Organizes, coordinates travel, product and material shipment for conventions and/or prospect trips.

15. Works independently, manages projects, establishes timelines, identifies project participants, maintains required documentation, monitors and reports on the progress of assigned projects


ADDITIONAL RESPONSIBILITIES

1. Serves as backup for other finance department positions as needed; assists with daily post office and bank trips as needed.

2. Attends meetings and events outside of normal business hours.

3. Participates in various employee committees as needed or directed.

4. Attends workshops, seminars, and schools as applicable.

5. Other related duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience

1. Bachelor’s degree from an accredited college or university in accounting or a related field

2. Two (2) to four (4) years of increasingly responsible experience in accounting, finance or budgeting including accounts payable, account receivable, and/or sales tax administration.

3. Equivalent combination of education and experience that meet the minimum requirements may be considered.

4. Valid Colorado Driver License or ability to obtain within 6 months of hire.


Necessary Knowledge, Skills, and Abilities

1. Working knowledge of basic governmental accounting principles with an understanding of debits, credits, accounts payable, accounts receivable, invoices, statements, purchase orders and budgets.

2. Working knowledge of principles, practices, and objectives as related to business planning and strategy, purchasing, accounting, and financial management.

3. Working knowledge of financial planning, analysis, capital and operating budgets, and financial reporting methods and techniques.

4. Working knowledge of project management methods and techniques.

5. Working knowledge of budget management and resource allocation.

6. Working knowledge and application of laws and regulations pertaining to governmental accounting, budgeting and auditing programs, generally accepted accounting principles, Governmental Accounting Standards Board and Financial Accounting Standards Board.

7. Knowledge of Federal and State grant regulations governing governmental accounting and federal and state laws pertaining to governmental accounting.

8. Ability to perform math computations quickly and accurately.

9. Ability to communicate effectively verbally and in writing.

10. Ability to organize material and present information clearly and concisely in verbal and written form.

11. Ability to establish and maintain effective working relationships with other City employees, representatives of other agencies and organizations, and members of the community.

12. Working knowledge of personal computers and financial accounting software.

13. Skill in the operation of listed tools and equipment.

Specific vision abilities required by this job include close vision and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.


WORK ENVIRONMENT

Work is performed mostly in an office setting. The noise level in the work environment is typical of the modern office, and is generally quiet to moderately noisy.
