This position provides oversight for all contract management activities.
This role assures, through assigned contract administrators, compliance with all Federal, State and Commercial contracts and all applicable laws.
The work location is at the WSC Corporate office located at 1343 Hatton Road, Wichita Falls, Texas. Additional travel will be required to our varies work sites currently located in Texas and Oklahoma 10% of the time. Travel will also be required for training and potential certification.
Oversee and manage the Contract Management process on project Pre-Award through Close-Out.
Lead / Oversee preparation of bid evaluation plans for large construction and Maintenance Request for Proposal (RFP) packages and participate in both technical and commercial bid evaluation; assist Project Managers with preparing scope, schedule, and other technical documents for the RFP process.
Collaborates with Project Management, Construction, Project Controls, Quality, Safety, Finance and Client to ensure contract compliance.
Protect the Company's interests by enforcing warranties, mitigating risk, and providing oversight to contract teams.
Will oversee several contract administrators that also perform percurrent and other corporate support functions.
Will serve as WSC Faculty Security Officer (FSO), or alternate. This will acquire a secret clearance
Develop waivers for Bonding policies and ensure timely payment of contractors.
Be involved in Strategic Functional Initiatives
Provide consultative functional technical and analytical support around Contract Management for the project management process and project managers.
Support development of negotiation strategies during Pre-Award, Post-Award and Close-Out
Actively serve as the Subject Matter Expert (SME) for all Contract Functions.
Manage and actively contribute to improvement of functional work processes and reference systems.
Travel to sites, as required to oversee contract management operations.
Manage contract processes to avoid claims and participate in the equitable settlement of claims that cannot be avoided; manage the bid analysis process and ensure project team is briefed on findings.

Management Responsibility
This position manages the contracting department (Team of 2 to 5 contract administrators).
Work Environment
This job operates in a professional office environment using standard office equipment such as computers, phones, and multifunctional devices. This job also operates at all WSC locations, on site and off site, and while performing the duties of this job, the employee may be exposed to moving mechanical parts and vibration, extreme weather conditions, and the noise level in the work environment may be loud.
Physical Demands
While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand, walk and reach with hands and arms. The employee is occasionally required to sit. The employee must frequently lift and / or move up to 10 pounds and occasionally lift and / or move up to 25 pounds.
Position Type / Expected Hours of Work
This is a full-time salaried position, minimum forty hours per week, Monday through Friday. Longer hours, evenings and weekend work will be necessary as required.
Travel
Travel is primarily locally during the business day, although out of the area travel and overnight travel is expected (approximately 10%)
Required Education and Experience
Bachelor's degree in Business Administration, industrial Engineering or other related fields
Three (3) years of Contract Management experience
Two (2) years of Supervisory / Managment Experience
Certified Federal Contract Management Professional
Preferred Education and Experience
Master's / J.D. Degree
Experience with Ability One Contracts
Experience with State Use Contracts
Certified Project Management
Licenses / Work Authorization / Security Clearance
Valid Driver's License with certificate of insurability (corporate auto policy).
Drug Screen.
WSC background check.
NACI Military background check. Access to Military bases : as a condition of employment / continued employment, must be able to pass the appropriate security level background check (with fingerprinting) to receive the appropriate base pass (CAC) that allows access to all WSC's military base operations locations.
Ability to obtain Secret Clearence.
