The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of the Business Systems Analyst 2, SG-23, the incumbent will be responsible for processing registrations for the various Board's online applications, assisting and troubleshooting issues external and internal stakeholders have for those online applications, as well as notifying unit supervisors and managers of any issues found to be affecting Board online applications system-wide. Duties include, but are not limited to: • Support testing of both current and future functionality and processes. This may include regular attendance at project meetings, representing Customer Support at those meetings, and making appropriate recommendations for changes/enhancements to existing or future online systems.• Assist in the ongoing development of Board stakeholder facing technologies by, (1) cataloging user identified needs and issues, (2) supporting testing for new releases of Board systems, and (3) providing appropriate feedback to project teams.• Assists both external stakeholders (providers, payers, attorneys, claimants) and internal stakeholders utilizing Board online registrations and applications. Assistance could be via email or telephone contacts elevated from the HSCC or ITS.• Provide customer support for WCB online systems as requested and handle level one and two service requests tickets for legacy systems.• Process registrations for external stakeholders requesting access to WCB online registration products. This could include contact with Payers, Health Care Providers, Employers, Claimants, and Attorneys who have registered or need assistance with registration. This can also include outreach to parties who have not registered and should for a specific WCB online product.

The minimum qualifications required for this vacancy. Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.ORCandidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 or 52.6 of the Civil Service Law.ORThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Candidates may be required to serve a 2-year traineeship that leads to the SG- 18 position. The traineeship would include SG-14 Trainee 1 and SG-16 Trainee 2. After successful completion of the two-year traineeship the incumbent will advance to the SG-18 level.NON-COMPETITIVE MINIMUM QUALIFICATIONSBusiness Systems Analyst Trainee 1Candidates must possess a bachelor’s degree or higher.Business Systems Analyst Trainee 2Candidates must possess a bachelor’s degree or higher and have one year of professional business analysis experience*Business Systems Analyst 1Candidates must possess a bachelor’s degree or higher and have two years of professional business analysis experience**Business analysis experience is defined as experience where your primary duty was performing three of the five following activities: Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.The following activities are NOT considered qualifying experience: Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.Development of instructional materials and classroom training.Help desk duties including troubleshooting, resolving user issues, and providing customer service.55 B/C QUALIFICATIONSIndividuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered.
