What are the responsibilities and job description for the Third Party Programs Facilitator (FSET Program) position at Workforce Resource, Inc?
The Third Party Programs (TPP) Facilitator will build and maintain relationships with local technical colleges and training facilities, develop and implement Third-Party Programs (TPP), and submit timely proposals as outlined in the TPP toolkit, ensuring that program activities and costs are allowed per policy. The TPP Facilitator will be responsible for developing marketing and promotional materials for the recruitment of upcoming academies and working closely with training facilities and Career Planners to ensure participants are ready to begin academies. The Facilitator may attend academies to ensure FSET participant success, when needed, and follow up with Career Planners on participation. The TPP Facilitator will follow up with partners and training facilities on outcomes and future academy opportunities and maintain data on FSET participants who have completed academies for reporting purposes and follow-up.
Key Roles:
A. Develop and implement Third-Party Programs (TPP). TPP is a partnership between the FSET vendor and a local third-party service provider who provides local dollars and receives a 50 percent federal reimbursement for providing approved and allowable FSET services. Responsible for creating partnerships for the development of meaningful and effective TPP proposals.
1. Interpret and implement TPP policy accurately to ensure that program activities and costs are allowed by policy.
2. Write and submit timely proposals as outlined in the TPP toolkit. Proposals will be limited to two pages and provide a detailed description of proposed FSET service delivery by responding to each question below.
- Explain how the proposed services will supplement base FSET services, including delivery of specialized FSET services and/or a focus on special populations to address a particular local need.
- Include a statement of confirmation that this project will not use FSET funding to provide services that are currently available to others for free.
- Identify which FSET component activities will be offered and describe how they will be delivered.
- If multiple project components are proposed, please detail each component separately.
- Provide details about the proposed project’s outcome objectives including how project enrollment and outcomes will be tracked, measured, and reported on a quarterly basis, the anticipated number of participants in each FSET component activity and the anticipated number or percentage of participants that will achieve goals associated with the component. (If multiple components are proposed, objectives and planned outcomes measures for each component can be provided).
3. Build and maintain relationships with technical colleges and training facilities to leverage resources FSET (Food Share Employment & Training) participants.
4. Work with partners/trainings facilities on planning, implementing, and facilitating TPP academies in region 7.
5. Develop marketing and promotional materials for the recruitment of upcoming TPP academies.
6. Work with Career Planners and the Employer & Career Service Specialist on the recruitment for upcoming academies to meet the target number of participants enrolled in the academy.
7. Work with Career Planners and the Employer & Career Service Specialist to ensure participants are ready to begin the academy. This includes verifying participants have transportation to academies, materials required for the academy (examples: scrubs, shoes, or watch for healthcare academies such as CNA), etc. This may also include reminding Career Planners to update employment plans to include the TPP training and ensuring the training is added to the education assessment in CWW.
8. Attend academies to assist as needed, to ensure participant success.
9.Follow up with partner/training facilities on outcomes of the academy and future opportunities.
10. Maintain a list of FSET participants with PIN numbers who have completed the academy for DHS reporting purposes.
11. Follow up with Career Planners on participant readiness and participation.
B. Enroll FoodShare eligible individuals on-site and act as a back-up to complete FSET orientation/ enrollments when Career Planners are not available; this may include some case management.
C. Conduct outreach and establish partnerships with local technical colleges and training facilities.
1. Meet with technical colleges and training facilities to promote grant-funded training and additional opportunities (for example - short-term training, certificates, GEDs)
2. Share information on all training opportunities with staff, ensuring training needs are provided to Career Planners and FSET participants.
3. Obtain and update MOU with technical colleges and training facilities.
D. Other duties as assigned.
QUALIFICATIONS:
Develop and maintain collaborative working relationships with regional partners, training facilities, and employers, as well as staff and participants; interpret policies, procedures, techniques, and rules governing FSET/TPP; demonstrate sensitivity to, and respect for, a diverse population; represent the agency by presenting at and participating in meetings with individuals and groups; communicate effectively, both verbally and in writing; work independently with minimum supervision; monitor, track and compile statistical information; give and follow written and oral instructions. Must be proficient in the use of Office 365. Must possess a strong sense of respect for confidentiality involving FSET participants, co-workers, and employers, maintain a high level of professionalism, and perform tasks independently, without direct supervision.
EDUCATION: Bachelor’s degree in business, Human Services, Education and Training or closely related field.
EXPERIENCE: Experience in job development, grant writing, development of training programs or closely related field.
OTHER REQUIREMENTS: Position requires travel to regional (across multiple counties) organizations and businesses.
