What are the responsibilities and job description for the Director of Strategic Planning and Partnerships position at Workforce Solutions of the Coastal Bend?
Function and Scope:
Identifies and cultivates business and community partnerships which extend workforce development services in the 11-county area. Develop and align organizational goals and objectives that support the Board’s Strategic and annual plans. Collaborate with educational institutions, business partners, community partners, and chambers of commerce to show alignment between education, workforce training, and industry demand. The position will serve as a point of contact between the business community and our career center Business Solutions team.
Minimum Qualifications:
Bachelor’s Degree with major course work in field relevant to essential duties listed plus 10 years of related experience in management and director level workforce programs preferred. May substitute years of workforce program contract management for years of education required.
Essential Duties:
Must have the ability to work well with little supervision, performing tasks requiring complex solutions and independent judgment. Must be able to collaborate with peers and community partners to establish effective workforce solutions.
· Develop and maintain community partnerships with business, educational organizations and community stakeholders that align to current and future Workforce Solutions projects and initiatives.
· Attend meetings with/or for WFSCB leadership at economic development, chambers of commerce, and community partners regarding WFSCB business solutions and employer initiatives.
· As part of the Programs & Planning team, prepare and conduct presentations to business, education, and community groups to supply insight into business trends, career and labor market information, program services, and other pertinent information as outlined by TWC Workforce Division and Labor Market Career Information (LMCI) staff.
· Participate in industry advisory and taskforce committees for target industries gathering business intelligence to find recruitment challenges, skills sets required, and to identify career pathways.
· Provide customized labor market information reports for educational institutions as needed.
· Remains updated on State and local initiatives to plan and develop program design and systems to effectively deliver services consistent with Board goals and identify resource to support efforts.
· Identify, develops, and manages projects that enhance innovation.
· Ability to identify and capitalize on new opportunities in the industry and within WFSCB.
· May represent the organization at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
· Promotes teamwork across departments to include participation in internal committees that promote staff development and improvement of internal systems.
· Serves as a mentor to other team members to ensure institutional knowledge is shared and professional development continues for all parties involved.
· Other duties as assigned.
Language Skills:
Must be able to communicate in English and to use and comprehend the applicable software (MS Office, Lightcast, MIP, etc.) required to perform the functions of this position.
Mental Functions (other examples of mental functions include analytical, creativity and computation, etc.):
Must be able to interpret complex reports and Federal, state, and local regulations and guidelines. Must be able to communicate orally and in writing. Must be able to collaborate with the team to ensure project deadlines are being met. Must have the ability to perform analytical functions.
Physical Functions:
While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (life, carry, move) light to medium weights of 15 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read program information. The employee frequently is required to sit, reach with hands and arms, talk, and hear.
Working Conditions:
Employee performs approximately 100% of work indoors. Employees works with minimal direction and periodic supervision. Virtual working may be necessary as determined by leadership. Employee must be able to work from home when directed.

1. Employee utilizes the following electronic equipment: telephone, fax, copier, printer, tablet, calculator, and laptop.
2. Employee utilizes e-mail, interoffice mail, and U.S. mail to receive and send reports, regulations, guidelines and other information necessary to perform the essential duties of this position.
