Description
Private sector development is essential to the promotion of successful and sustainable economies in low- and middle-income countries around the world. Infrastructure plays a key role in sustained economic growth by providing critical public services to the citizens in a country as well as a platform for efficient operation of businesses that create jobs. The private sector plays an increasingly important role in the financing and delivery of infrastructure and public services, including through Public-Private Partnerships (PPPs).
IFC’s transaction advisory services department (CTA) is housed in the IFC Cross Cutting Solutions Vice Presidency and consists of two business lines:
- PPP Transaction Advisory (C3P) offering transaction advisory services to governments to design and structure PPP transactions in infrastructure to help client governments partner with the private sector to deliver affordable and high-quality infrastructure.
- Corporate Finance Services (CFS) has two product offerings: (1) M&A Advisory: supporting investment departments in business development and creating investment opportunities; (2) Equity Mobilization Program (EMP): supporting third party equity mobilization alongside IFC.
CTA is led by a Department Director based in Washington, DC. The Director’s front office supports the CTA management team across a variety of operational and strategic matters related to the effective and efficient functioning of CTA at global and regional level. CTA is looking for an (Associate) Investment Officer as part of the Front Office in HQ, who will have co-reporting lines to the Global Head of Operations/Operations Officer Portfolio and Operations.
Data Analysis and Portfolio Management
- Produce the global quarterly operations report for CTA; Coordinate with the regional portfolio team, M&E, finance, and managers to ensure data integrity, and flag issues as necessary.
- Maintain key business information on the department dashboard and provide analytical support on the CTA business; identify strategic insights about trends, opportunities, risks and issues and prepare projections of future delivery against expected targets.
- Participate in the preparation of the work force planning exercise, including resource planning efficiencies and allocation.
- Prepare strategy related materials and support to analyze the growth scenarios and business outlook for CTA Management Team
- Respond to ad-hoc requests from the Global Head of Operations/Operations Officer Portfolio and Operations to respond to CTA Management Team and staff on PPP projects and results.
PPP Transaction Advisory
- Support the valuation, structuring, and competitive bidding of infrastructure projects.
- Prepare the TASA for projects and coordinate with CLED in negotiating issues raised by Clients to achieve timely mandate signing.
- Prepare project-related presentations and reports.
- Conduct industry, market, economic, and regulatory research in the infrastructure and social sectors (e.g. power, transportation, water, health, etc.).
- Prepare financial models to assess the financial feasibility of projects and structure a viable transaction.
- Manage the selection process, procurement and mobilization of consultants, including drafting consultant terms of reference, requests for proposals and applications for funding for consultant costs.
- Prepare memos and documentation for internal processes and approvals such as periodic supervision and completion reports (e.g. CRM, Q@E, TSR, PSR, PCRs)
- Fully participate in the due diligence process, including reviewing of legal, technical and commercial outputs, manage consultants and their deliverables and working closely in particular with technical consultants to obtain input data for the financial model
- Assist in drafting sections of the Transaction Structure Report
- Work directly with E&S to address project related issues and assure a smooth coordination process and interaction between E&S and consultants.
- Contribute to marketing activities including preparation of teasers, pitch books, information memorandums, and presentation to potential investors.
- Assist with the bid documents, from reviewing RFQ, RFP, Project Agreements, to providing inputs on selection criteria, evaluation processes.
- Participate in negotiation meetings with government clients and investors and provide information required for the negotiation process.
- Support the client in setting up the data room for the bid process, by continuously interacting with the client and consultants in preparing the structure of the information and following up on the quality of the documents received.
- Coordinate with client and consultants on addressing and answering bidders’ due diligence questions during the bid process.
- Prepare evaluation form for the client that include all bid criteria and rules.
- Assist through the negotiation process until commercial and financial close.
- Attend meetings and participate in field work as may be required by the Transaction Leaders
Knowledge Management:
- Support development and maintenance of centralized repository of CTA’s knowledge and experience (35 years) by compiling and curating important resources, such as pitchbooks, best practices, toolkits, technical guidelines, templates, and lessons learned from project work.
- Implement innovative solutions by using digital platforms and tools to streamline information exchange, promote common/best practices, and enhance collaboration across all regional teams.
- Establish processes for content review, updates, and retirement of outdated resources.
- Facilitate knowledge-sharing sessions, webinars, and workshops to disseminate insights and foster collaboration among team members.
- Collaborate with other departments (WB, Infra, MAS, etc.) to leverage broader organizational learning initiatives and integrate PPP knowledge across the institution.
Selection Criteria
- MBA or Master's degree in Economics, International Relations, Finance, or another relevant field with five years of work experience
- Understanding or work experience in PPPs Transaction Advisory in a leading institution is required.
- Fluency in managing large datasets of information; familiarity with IFC corporate systems and/or Power BI is preferred.
- Experience in monitoring and reporting on a portfolio of projects, programs, and/or initiatives.
- Experience preparing high quality management briefs and strategy presentations for internal and external audiences.
- Strong organizational skills and proven ability to work on several assignments simultaneously is required.
- Outstanding and demonstrated history of analytical, creative problem solving and critical thinking skills is required.
- Strong written and verbal communications skills in English are required.
- Understanding of IFC’s strategic priorities and changing business model against the backdrop of IFC 3.0.
