Infrastructure Vice Presidency
Globally, 1.1 billion people live more than 2 kilometers from all-weather roads, 2.2 billion people don't have access to public transportation, 685 million people lack electricity, and nearly 4 billion people lack Internet access. Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Vice Presidency within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. It currently consists of four global departments: Energy & Extractives (EEX); Transport (TRA); Urban, Resilience and Land (URL), and Global Infrastructure Finance Department. It oversees the Bank's work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships. Transport Global Department
The Transport Global Department seeks to connect people to jobs, social services and income-generating opportunities, as well as to move goods between local, regional, and international markets, using cleaner, safer, more equitable and more resilient transport solutions. The Department supports the World Bank's financing and advisory activities in response the needs of developing countries and transition economies for modern and reliable transport solutions.
Job Duties and Responsibilities:
The Transport Global Knowledge and Expertise Unit's Practice Manager is accountable for performing the responsibilities, modeling the behaviors and maintaining the technical competencies (listed below) in his or her capacity as a member of the Management Team in the Infrastructure VPU. Accountability includes managing quality, risks, results, knowledge products, strategic partnerships as well as institutional and corporate initiatives, in compliance with Bank policies and procedures, including the World Bank's Knowledge Compact.
The Practice Manager is responsible for performing activities in the following areas:
Solutions and Results to Clients:
Leads his/her team to deliver the VPU's key strategic priorities and, in collaboration with other stakeholders, ensures alignment with the WBG Strategy
Draws on thought leadership and implementation know-how to ensure high impact solutions for our clients, in very close collaboration with the regional transport units
Accountable for delivering high-quality and timely results
People/ Talent Management:
Models exemplary WBG leadership values, collaborative skills and managerial behaviors and reinforces these qualities in own team and staff
Drives and inspires technical excellence within the team and the unit by creating an environment of learning and innovation that attracts and develops the best talent reflective of the diversity of our clients
Supports management in developing and implementing appropriate strategies for global staffing, deployment, talent and performance management
Resource Management:
In consultation with relevant stakeholders within the WBG, decides on the best use of internal and external resources for maximum client and developmental impact
Is accountable for delivering the agreed upon work program through cost-effective use of resources (human and budget) within the agreed parameters and in compliance with internal controls and policies, and ensures timely delivery and overall quality of the VPU's outputs
Knowledge Management:
Ensures timely flow and capture of knowledge and expertise so that clients receive the highest quality support and knowledge they need, when and where they need it, in very close coordination with the regional transport units
Nurture strategic partnerships both externally and internally within the World Bank Group
Promotes innovative and cross-cutting research, as well as the dissemination of technical and experiential knowledge and learning
Instills a culture of evidence-based, yet client tailored engagement for highest development impact
Selection Criteria
Masters or PhD degree and 12-15 years of relevant experience in a transport related field, in positions of increasing complexity and responsibility.
Strong operational and development experience in more than one world region. Work experience in more than one region is required.
Ability to influence dialogue and policy on transport, including a track record conducting effective policy dialogue and successful collaboration with country counterparts, communicating and defending difficult issues and positions to senior bank management and high level government officials.
Strong technical knowledge and experience of delivering complex analytical work in one or more fields of Transport is essential, given that the role of this unit is to establish clear thought leadership.
Solid managerial and influencing skills are at a premium for this position, given the need to build a new team from scratch and establish effective partnership dynamics across boundaries.
Excellent leadership and supervisory skills with established track record managing multi-location and virtual teams.
Strong sense of strategy, including ability to prioritize and exit some activities; track record in streamlining and rationalizing product offerings.
Demonstrated in-depth experience working successfully across practices, disciplinary and institutional boundaries.
Good partnership experience, including involving multiple stakeholders - both public and private - in building collaborative alliances for results.
Understanding of donor relations and the trust funds framework.
Strong written and oral communication skills with proven experience in dealing with the media, external constituencies and expert groups.
Track record of effectively managing people and budget processes in an open and collegial way.
Fluency in English is mandatory.
