Reporting directly to the Managing Director and World Bank Group Chief Administration Officer (MDCAO), Global Corporate Solutions (GCS) brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services (such as food services, printing, travel, conferences, and translation and interpretation).
GCS’s Corporate Real Estate (GCSCR) division plays a crucial role in supporting IBRD, IDA, MIGA, and ICSID by developing and operating their real estate demands worldwide. GCSCR’s primary purpose is to create safe, cost effective, sustainable, and functional real estate solutions, enabling business units to perform their work program in line with the WBG’s mission to create a world free of poverty on a livable planet.
To achieve its purpose, GCSCR led by the Senior Manager, is structured into three divisions: (i) HQ Real Estate Development and Management (GCSHQ), which covers facilities based in Washington, DC, (ii) International Real Estate (GCSIR), responsible for facilities located overseas, and (iii) Corporate Real Estate, Center of Excellence (CoE) which serves as a central hub of expertise driving operational excellence, enhancing efficiency, and ensuring the successful execution of initiatives.
GCSCR is comprised of approximately 100 staff, leverages over 500 contractors, and manages an annual facilities capital investment plan of about $155 million globally. GCSCR works closely with the Regions on the Bank’s more than 190 locations.
The Project Manager position reports to the Team Lead, Project Management in the GCSHQ Real Estate Development and Management section and will be based in Washington DC. The position’s primary responsibility is to manage the implementation of base building capital improvement projects from inception to completion.
Duties and Accountabilities
Duties and accountabilities include but are not limited to:
- Responsible for managing capital, overhead and move projects of approximately $10 million. Determines the scope of the project and required resources and mobilizes them from within/ outside the Bank. Develop initial estimates on structure costs, building time and special requirements.
- Demonstrates excellent client management skills, incorporates institutional priorities in interactions to be considered a trusted real estate advisor.
- Develops project specific proposals for overhead and capital projects in coordination with Building Managers, WBG internal units (i.e., Information Technology, Security, Fire, Life and Safety) and the end user.
- Responsible for development of the project plan with the client in coordination with Building Managers, Engineers, Security, Fire, Life and Safety and Information Technology teams to ensure projects are completed in a coordinated manner.
- Works with WBG internal units (i.e., Budget, Planning and Strategy, Procurement, Information Technology) to ensure projects are presented for the appropriate clearances during each phase of the project life cycle.
- Develops and monitors the project budget and schedule and takes appropriate corrective action when needed to adhere to the pre-established budget and schedule.
- Supports the selection of design consultants, contractors for projects, and coordinates and directs all implementation activities, including quality assurance and resource management.
- Manages and provides inputs for the preparation of design concepts, renderings, construction plans, specifications, and contract documents.
- Coordinates with other Project Managers to leverage synergies as required to maintain a consistent approach to delivery of projects.
- Works with the Building Engineers to ensure proper design and execution of projects to meet their requirements to maintain optimal working conditions for the building occupants.
- Analyzes needs, identifies potential issues, and develops optimal solutions considering user requirements, options available, technical constraints, resource availability, Bank policies and standards.
- Develops the project schedule and leads the planning, design, and construction process, coordinating inputs from Bank units and contracted firms on all aspects of the project from inception through final completion, including documenting lessons learned as applicable, and completion of all project close-out requirements.
- Works closely with members of the Corporate Responsibility Team to review projects aimed at reducing the Bank’s carbon footprint and implementing them in a sustainable manner. Works with corporate sustainability team to ensure projects are completed in a sustainable manner.
- Approves invoices submitted by vendors/contactors and prepares the required documentation for payments.
- Maintains comprehensive project documentation in project files and provides project progress updates and reporting as required to stakeholders.
- Assures the final completion and timely occupancy of projects in a cost-effective and timely manner. Oversees and monitors post-occupancy activities and turn-over to the client.
Selection Criteria
- Master’s degree with at least 5 years of experience or equivalent combination of education and experience in Architecture, Planning, Interior/Urban Design, Engineering or a related field with at least 2 years in a project management role.
- Ability to conceptualize, design & implement projects related to the delivery of capital improvement projects (i.e., building interior fit outs, electrical and mechanical upgrade projects).
- 5 years’ experience in space studies, design and construction document preparation.
- Knowledge of architectural principles, building methods and materials, and construction methods relevant and applicable to interior office designs, fit out and electrical and mechanical upgrade projects
- A strong portfolio showcasing previous project management expertise.
- Proven experience in managing multiple projects simultaneously.
- Knowledge of building codes, regulations, and industry standards and workplace trends
- Attention to detail and the ability to ensure quality control throughout the project lifecycle
- Strong communication skills, both written and oral, including the ability to speak persuasively and present ideas clearly and concisely.
- Proficient in Microsoft Office, Bluebeam Revu, Adobe Suite, AutoCAD or any applicable design and construction document tool.
- Thorough understanding of the various construction contracts and framework agreements.
- Certification with organizations such as PMI (Project Management Institute), NCIDQ (National Council for Interior Design Qualification), etc.
