For each of its clients, the WBG works with government agencies, nongovernmental organizations, and the private sector to formulate assistance strategies.The Legal Vice Presidency (LEG), under the Senior Vice President and Group General Counsel (SVP-GC), is responsible for providing legal advice and support to internal and external Bank clients on operational, advisory, financial, administration, and institutional matters.LEG requires the services of a senior level professional with a legal background and expertise in gender to join the Law Advisory & Knowledge Unit (LEGLA).The Law Advisory & Knowledge Unit is established within the Legal Department (LEG) in order to facilitate the delivery of law and judicial support (LJS) services across the strategic priorities of World Bank Group (WBG) activities and to coordinate and support the cultivation, development, management, dissemination, application and integration of legal knowledge products that advance corporate priorities.The role will focus on initiatives in the area of law, regulatory and judicial reform, with a particular focus on gender and LEGVP’s Empowering Women by Balancing the Law (EWBL) initiative. Activities can include support legal and regulatory reforms and implementation of WBL recommendations to achieve the objectives of greater participation by women in the workforce, access to capital by women-owned businesses, financial literacy, and bridging legal, regulatory, and enforcement gender gaps.Duties and Responsibilities : The Counsel position requires demonstrated ability to apply rigorous analytical skills, to work harmoniously in a team, and to exercise good judgment. The Counsel will work under direct supervision of the Chief Counsel.As part of his / her duties, the Counsel will : Be responsible for the successful delivery of legal work on projects and programs and other transactions within client assignments; drafting, reviewing, negotiating, and finalizing legal documents for World Bank;Handling issues within an area of concentration to enable clients to create solutions;Providing legal support to ongoing projects and programs;Conducting comparative legal analyses on a range of issues;Engaging in policy discussions and negotiations;Protecting and promoting World Bank Group's interests;Writing and reviewing policy papers;Preparing legal briefs;Participating in task / project teams and operational missions;Performing ad hoc assignments as requested by the Chief Counsel.In relation to EWBL, the Counsel will also : Help to manage the initiative and the Gender Advisory Working Group, alongside the Chief Counsel;Draft communications and reports in connection with LEGLA / EWBL;Provide input and supervise the three stages of implementation of EWBL legal analysis and consultation;Effectively interact with multiple stakeholders;Prepare legal briefs on diverse topics;Work to advance the LEGVP’s knowledge management agenda.Selection CriteriaThe Counsel is expected to have the following profile : Law degree : JD or LLB and LLM (required); SJD or PhD (desirable); admitted / qualified to practice law in at least one jurisdiction.A minimum of 5 years of relevant professional legal experience.Fluency in English is essential; additional fluency in Portuguese, Spanish and / or French is highly desirable.Ability to formulate policy positions and draft decisions.Strong analytical and communication skills.Ability to work collaboratively and build trust among peers.Demonstrated intellectual leadership.Excellent workload prioritization and ability to multi-task.High degree of persuasiveness and diplomacy.Discrete and used to manage confidential information.CompetenciesExcellent legal research, writing, drafting, analytical and communications skills.Excellent interpersonal skills.Proven ability to operate effectively as a member of one or more teams.Proven ability to deal sensitively in multicultural environments.Employment Value Proposition : The World Bank Group (WBG) offers comprehensive benefits including a retirement plan; health (medical, dental, pharmacy, vision), life and disability insurance; generous annual leave, including parental leave, as well as reasonable accommodations for individuals with disabilities.
