The World Bank is seeking a global leader on public procurement to function as the Director of its Procurement Global department. S / he is responsible for providing strategic vision, coherence, and direction in best practices for Procurement globally, regionally and at the country level, working in close collaboration with Regional Directors of the Prosperity vertical and the Chief Procurement Officer and Director (CPO) in OPCS.
The Global Director, Procurement will lead a group of practitioners focused on implementing the World Bank's Procurement Framework, advancing cutting-edge commercial practices and innovations in the field of procurement. The Directorate also supports governments and non-governmental actors in institutional strengthening and capacity building, improvement and modernization of national procurement and information systems, supporting better efficiency of transactions, improved governance, and development outcomes.
Duties & Accountabilities :
The Global Director provides leadership and guidance on solutions and innovations in procurement globally and in support of country systems and reforms, including on :
- Best practices to design and implement procurement strategies for the Bank lending activities and client countries, bringing sectoral expertise and depth, and market and commercial insight.
- Assessment of Countries Procurement Systems to ensure adequate measures to strengthen country systems and country capacity in procurement, with view of building and relying more on country systems.
- Critical institutional reforms in governments and public entities to improve procurement systems, safeguard public resources, and enable fair competition.
- Monitoring and promoting best practice with Regional teams in the implementation of the Procurement Framework.
- Technical advice on implementation of procurement in investment projects, providing inputs into hands-on expanded implementation support where needed to deliver procurement solutions.
- Building a team of dedicated procurement experts with sectoral expertise to deploy to most complex procurement situations (e.g., energy infrastructure, IT, healthcare).
- Advancing in Data Analytics and use of technology to leverage performance of procurement implementation in client countries.
- Encourage innovations like AI powered analytics to analyze procurement patterns, inefficiency, identifying risks, identify irregularities and flag potential fraud or corruption in procurement, and other areas for improvement.
Internal and External Relationships
The Director of the global procurement unit works collaboratively across technical, regional and institutional boundaries to help the World Bank design and deliver procurement solutions and capacity building to a diverse range of clients.
This assignment involves extensive interaction with Senior Management at every level as well as representation of the Bank with Executive Directors, clients and external stakeholders on areas related to her / his mandate, working in close coordination with the Chief Procurement Officer and Director.
She / he co-chairs the Procurement Talent Board, jointly with the Director responsible for procurement in OPCS. The Talent Board oversees attracting, developing and deploying procurement professionals and promotes knowledge sharing and collaboration, under the oversight of the Prosperity VP.
