Performs difficult administrative work assessing, developing, initiating, evaluating and managing Financial Services programs. Work involves managing unit staff and program service requirements in accordance with all applicable laws, regulations, policies, and procedures. Work is performed under the general direction of the Financial Services Manager. Continuous supervision is exercised over personnel within the team.

Reasonable accommodations may be made to enable an individual with disabilities to perform the essential functions.Manages, coordinates, and supervises financial assistance programs and staff, including emergency assistance and medical assistance for children in foster care, to provide effective and efficient service delivery; ensures compliance with applicable County, State, and Federal regulations, policies, and statutory requirements.Uses independent judgment providing supervision and leadership to personnel under position’s span of control; makes and participates in decisions on matters of hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under position’s span of control; sets goals and objectives for others to work towards and monitors performance; creates and maintains a positive work environment fostering effective performance of staff.Utilizes and interprets data to develop or recommend policies and procedures that conform to County, State, and Federal laws, regulations, policies, and procedures while meeting community needs effectively.Maintains expertise in assigned programs and interprets and explains regulations, policies, and procedures to staff and to clients as needed.Develops and recommends policies and procedures for program administration; implements and modifies approved policies and procedures, including plans to implement major program changes.Assigns cases to staff, monitors case load variances and schedules staff to ensure coverage; assists staff in problem solving; provides case consultation; approves emergency and crisis general assistance benefits as needed.Addresses and resolves escalated client issues and issues with other jurisdictions; provides mediation between clients and/or client and social worker; provides intervention in the office with hostile clients.Represents the Agency in legal proceedings, hearings, and meetings.Researches and writes grant applications and monitors grant funding.Oversees service outcomes and analyzes program performance against standards; makes recommendations and implements improved processes and procedures as needed; evaluates and collaborates with regional, State, and County agencies and organizations regarding the services, programs, processes, and capacity of the County system in meeting community needs; recommends and implements revisions to provide better service levels.Coordinates with law enforcement, court system, providers, outside agencies, and community resources to ensure the health and safety of clients are met.Stays abreast of and maintains expertise in laws, policies, procedures and practices related to programs; attends training and meetings and reviews relevant literature.Assists in budget development and monitoring for assigned area.Performs other duties and activities as assigned.

SUPPLEMENTAL INFORMATION
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking and repetitive motions and occasionally requires reaching with hands and arms, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
