Position Description : GENERAL DESCRIPTION :
Under the direction of the Chief Process Officer, the Director of Data Analytics is responsible for leading the organizations data initiatives. This position oversees the development and execution of a comprehensive data strategy, fosters cross-functional within and outside of the agency, collaboration, and drives data-driven decision-making across the organization.
The Director will mentor and develop a team of analysts and Management Information Systems (MIS) staff to ensure data analytics efforts align with programs and organizational goals. Additional responsibilities include performing other relevant duties to support the organizations mission and strategic priorities. According to Vernons Texas Codes Annotated, Labor Code, Section 301.042, a position of this classification will be designated as security sensitive.
ESSENTIAL DUTIES AND RESPONSIBILITIES :

Proficiency in Python, Excel (including macros), Statistical Analysis System (SAS), Power BI, data visualization tools, TWC data systems and others such as Census Dallas Federal etc.
Excellent communication skills with the ability to translate complex data into actionable insights.
Experience with data governance, quality frameworks, and fostering data literacy within organizations.
A strategic thinker with strong project management and prioritization skills.
Partner with executive leadership to align analytics efforts with WSA Local Plan and organizational goals.
Translate complex analytical findings into actionable recommendations.
Design and deliver strategic plans for leveraging data across departments.
Develop and maintain advanced reports and dashboards for stakeholders, including executive-level insights and automated reporting systems and to package into annual or multi year reports.
Leadership and Strategy :
Lead and oversee all data analytics initiatives and projects for the organization.
Develop and implement a comprehensive data strategy aligned with organizational objectives.
Create and maintain a robust project prioritization framework :
Assess incoming requests against strategic objectives and resource availability.
Communicate priorities to the team and stakeholders.
Regularly review and adjust project priorities as needed.
Deliver high-quality analytics solutions promptly.
Collaborate directly with the CPO to align data strategy with overall business objectives and provide regular updates on data initiatives.
Advocate for resources and support to drive data-driven projects.
Team Management and Mentorship :
Manage and mentor a team of data analysts, and Management Information Systems (MIS) staff fostering professional growth and development.
Conduct regular performance reviews and develop individualized growth plans for team members.
Implement a skill-sharing program and structured mentorship for junior analysts.
Data Governance and Quality :
Develop and maintain data dictionaries, metadata repositories, and security protocols.
Enhance organizational data literacy through training, documentation, and stakeholder education.
Pursue data governance certifications to improve organizational frameworks.
Innovation and Continuous Improvement :
Provide technical expertise and guidance on data analytics best practices.
Identify opportunities for process improvement and implement data-driven solutions.
Stay current with emerging trends, technologies, and methodologies in data analytics and business intelligence.
Cross-Functional Collaboration :
Enhance processes, program effectiveness, and operational efficiency :
Collaborate with the Programs department to optimize service delivery and outcomes.
Support Executive Leadership with data-driven analysis for strategic initiatives.
Work with Human Resources on workforce analytics and planning.
Collaborate with IT to enhance data analytics capabilities, advocate for new tools and technologies, and ensure smooth integration of analytics systems.
Lead A / B testing initiatives to drive program improvements.
Other Workforce Agencies, Economic Development Partners, Education, Partners, and Community Development Agencies.
PREFERRED SKILLS :
Certification in data governance or related fields.
Experience with cross-functional collaboration in diverse organizations.
Familiarity with A / B testing methodologies and outcomes improvement.
Knowledge of IT systems and security protocols for data analytics.
EDUCATION and / or EXPERIENCE :
Bachelors degree from an accredited college or university in Data Science, Analytics, Computer Science, or a related field.
Minimum of five (5) years of experience in data science and analytics and three (3) years of experience in administrative management and supervisory capacity.
Must be legally eligible to work in the United States.
Will require occasional in-region and out-of-region travel; Must have proof of valid drivers license and current auto insurance; must provide own transportation when on company business.
An equivalent combination of experience, training, and / or education approved by the agency.
SUPERVISORY RESPONSIBILITIES :
The Director of Data Analytics will be responsible for supervising all staff assigned to that respective unit, monitoring and evaluating job performance according to agency expectations, and developing and Implementing Training and Capacity Building for assigned staff.
