POSITION SUMMARY :
The Senior Director, Insurance and Finance, Government Affairs is an integral part of the Washington State Hospital Association’s advocacy and policy work. The Senior Director is a key member of a strong and collaborative team supported by the membership of 100 percent of Washington State’s hospitals.
This position leads public policy analysis, advocacy, and implementation on key laws, regulations, and agency actions of material importance to the operations of and patient care in Washington State hospitals. The Senior Director has particular expertise and responsibility in the areas of health plan insurance and finance, as well as in issues related to patients who are challenging to successfully transition out of the hospital (complex discharge). The Senior Director provides substantive expertise on insurer reimbursement, payment and billing, and business practices as they impact hospitals and direction on developing the legal and policy structure changes necessary to preserve hospital members’ ability to deliver quality, cost effective care. The Senior Director has responsibility for achieving specific pieces of the organization’s public policy goals especially related to advocacy and policy development on insurance issues. The position also develops education materials for state elected officials; meets with administrative agencies; and assists hospital members in following and taking advantage of new laws.
This role will report to the SVP of Government Affairs and will work closely with WSHA’s Vice President and Associate General Counsel, Chief Financial Officer, policy directors, and contract lobbyists.
This will include :
- Convening and developing legislative and non-legislative work on insurance-related issues and health care financing.
- Analyzing insurance denial rates, payment timeliness and prior authorization and reaching conclusions about impactful actions in response;
- Developing and leading the Government Affairs team’s state budget review process on complex patient issues and issues related to insurance and financing of health care;
- Playing a leading role in complex / difficult to discharge patients who no longer need hospitalization;
- Participating in a team addressing hospital fiscal policy matters;
- Facilitating or leading discussions with WSHA members including government affairs representatives and the governance-level Public Policy Committee (PPC) on insurance related issues as well as assigned policy and budget areas.
- Working with state agencies and other health care organizations;
- Leading or supporting other policy issues to support the Government Affairs team in advancing the policy and advocacy efforts of the organization among lawmakers, members, and stakeholders.

QUALIFICATIONS :

Education / Experience :
Juris Doctor, Master of Health Administration, Master of Business Administration, Master of Public Health, Master of Social Work, or Master of Public Policy degree preferred, or at least seven years of relevant professional experience in health policy and advocacy with a health care related organization, health insurer, association, governmental entity, or political organization; or equivalent combination of education and experience.

Proficiency with Microsoft Office Suite including Outlook, Word, Excel, PowerPoint and SharePoint required. Proficiency with email required.
