What are the responsibilities and job description for the Management Support Specialist - Operational Reliability and Resilience (DORR) - Internal Only position at WSSC Water?
The Management Support Specialist will be independently responsible for the operational reliability and resilience department’s professional and administrative work. This role may assign and oversee the completion of daily tasks of administrative and clerical staff.
Essential Functions
- Performs detailed fact gathering, data compilation, and report writing on budgets, organizations, personnel staffing, operations, and administrative systems
- Studies management methods to improve workflow, simplify reporting procedures, or implement cost reductions
- Analyzes operating practices such as recordkeeping and associated systems, forms control, office layout, suggestion systems, personnel requirements, and performance standards to create new systems or revise established procedures
- Coordinates collection and preparation of operating reports such as time and attendance records, terminations, new hires, transfers, budget expenditures, and statistical records of performance data
- Prepares and presents reports including conclusions and recommendations for solutions to administrative problems or procedures
- Receives requests and complaints from the public concerning administrative actions of the Commission
- Channels the requests to appropriate officials, follows up on corrective actions, and ensures replies to inquiries are provided
- Prepares, monitors and controls annual budget submissions and provides up-to-date status reports on expenditures, projects and related items
- Issues and interprets operating policies
- Represents their manager at meetings he/she is unable to attend
- Reviews memoranda, reports and similar material to summarize and make recommendations concerning same
- Coordinates the schedules of professional/management individuals and arranges for meetings with third parties
- Provides support to contract managers from requisition creation through invoice processing and change orders

Required Knowledge, Skills, And Abilities
- Thorough knowledge of the principles and practices in public administration
- Thorough knowledge of the principles and practices of budgetary preparation and control
- Thorough knowledge of the principles and methods of data gathering and compilation
- Ability to write clear concise reports, memoranda, directives, and letters
- Ability to independently develop comprehensive plans with minimal supervision and direction from their supervisor
- Ability to plan, assign and supervise the work of others
- Ability to schedule and manage travel requests including reconciliation of expenses
- Ability to meet the public and discuss problems and complaints tactfully, courteously and effectively
- Ability to establish and maintain effective working relationships with internal and external contacts
Minimum Education, Experience Requirements
- Bachelor’s degree
- 3 years of professional or supervisory experience in public administration or business management
or
- High school diploma
- 7 years of professional or supervisory experience in public administration or business management
