The Systems Control Project Manager leads multi-disciplinary teams that are responsible for facility renovation projects at WSSC Water. The Project Manager leads project teams that manage projects with varying degrees of complexity, principally, but not limited to, the planning, design and construction of physical capital assets such as water/wastewater plants, pumping stations, and storage facilities. The incumbent has the responsibility for both design and construction phases of projects, serving as the primary point of contact for project management activities.
Essential Functions
- Leads a team that manages planning, design and construction projects including the renovation of treatment plants, pumping stations, remote water storage facilities, major control valves, or dams
- Works under general direction with wide latitude for independent judgment and decisions in the execution of a broad range of difficult project management assignments
- Leads and mentors project team members
- Consults and works with team members from other internal organizations, including senior leadership, in the administration of consultant, Architect/Engineer (A/E), and construction contracts and their associated procurement mechanisms
- Reviews project technical, management, and budgetary plans and ensures project compliance with corporate policy and technical specifications
- Gathers data and prepares diagnostic and prescriptive reports on significant department, division. or institutional issues
- Serves as WSSC Water project representative equivalent to consultant’s or contractor’s project manager
- Reviews, negotiates and finalizes contracts and change orders
- Prepares or monitors project schedules using PERT, CPM, Bar Chart, or other methods
- Assists in the development of the Systems Control Division’s projects and budgets
- May oversee the work of associate project managers, inspectors and support staff both on specific project assignments and in general mentoring and tutorial roles
- Reviews and approves monthly and final payments for A/E, contractors and vendor
- Drives a vehicle to conduct WSSC Water business
Other Functions
- Serves as Acting Section or Division Manager in their absence
- Substitutes for other Project Managers in their absence
- Performs related duties as required
Work Environment And Physical Demands
Standard office environment with visits to facility sites as needed
Required Knowledge, Skills, And Abilities
- Comprehensive knowledge of the principles and practices of design and construction project management, environmental engineering and associated organizational management systems
- Ability to organize and lead cross-functional project teams
- Ability to maintain project team focus and effective structure including the development of a strategic project management plan comprising schedule, budgetary, contractual, human resources, and stakeholder elements
- Knowledge and skills required to effectively access and collaborate with state and local agencies, internal staff, the public, and special interest communities
- Demonstrated team building, group leadership and project management skills
- Effective verbal and written communication skills
Minimum Education, Experience Requirements
- Bachelor’s degree
- 5 years of experience in project management
OR
- High school diploma (or equivalent)
- 9 years of experience in project management
