Nature of Work
Under general supervision, this position helps to ensure agencies adhere to the fidelity of program and requirements, tracks the progress of projects, meeting outcomes, grants and trainings as the most integral support staff person for the Office of Policy, Planning, and Research.
This position oversees and assists in responding to questions brought to the Bureau regarding training programs and systems. The position executes all day-to-day activities of the training and technical assistance grants in collaboration with state and federal guidelines to ensure accurate and timely operations.
Provides oversight and administrative work for Planning, Policy, and Research, including technical assistance, reviewing, and assisting grantees with answering questions and responding to information requests related to these programs, in developing and implementing new and ongoing initiatives, researching, drafting, and implementing Bureau-wide policy and monitoring outcomes of initiatives. Responsive to inquiries by the Bureau Commissioner and external stakeholders as needed.
Develops new or updates existing forms for completeness and compliance. Draft, update, edit and monitor policy and procedure documents. Under supervision lead preparations for external visits in coordination with other program area staff and participate as appropriate. Complete all data entry and phone calls as needed. Requires strong oral and written communication skills. Provide back-up delegation and anticipate and provide support for Office administrative tasks and coordination, e.g., timecard, travel, and other technical support and troubleshooting.
Staying current with guidelines and communicating quickly; exercising discretion and independent judgment and representing the Bureau and Department in a professional manner during challenging circumstances, high pressure, and time-sensitive environment. Communicate respectfully, provide, and accept feedback in ways that de-escalate conflict if necessary. Advises program participants and/or other staff on changes in operational and procedural policies, regulations, and guidelines, and answers questions regarding those changes.
This position is critical to the entire team of the Office of Policy, Planning, and Research, especially related to SAMHSA Block Grant activities such as facilitating processes related to the Statewide Epidemiological Outcomes Workgroup; technical assistance and training and subject matter experts supporting critical areas of WV needs. This position, with openness to being coached, will provide increasingly proactive support for internal and external leaders and partners for projects. Performs other duties as assigned.
Minimum Qualifications
Training: Graduation from an accredited four-year college or university.
Substitution: Full-time or equivalent part-time paid experience in paraprofessional or responsible clerical work at a level consistent with the work performed by an Office Assistant III and which required application of state and federal laws and/or guidelines, may be substituted for the required training on a year-for-year basis.
